Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on December
13, 2001, applicable to workers of The CustomShop.com, Franklin,
New Jersey. The notice was published in the Federal Register on
December 26, 2001 (66 FR 66426).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
were engaged in the production of men's custom shirts
New information provided by the State shows that during
different periods of time, The CustomShop.com operated under
additional company names: Drexel Shirt, Adminstaff and TCS
Acquisition Corp. Therefore, claimants' wages were reported under
the Unemployment Insurance (UI) tax accounts for The
CustomShop.com, Drexel Shirt, Adminstaff and TCS Acquisition Corp.,
Franklin, New Jersey.




The intent of the Department's certification is to include all
workers of The CustomShop.com who were adversely affected by
increased imports.


Accordingly, the Department is amending the certification to
properly reflect this matter.
The amended notice applicable to TA-W-39,271 is hereby issued
as follows:
"All workers of The CustomShop.com, Drexel Shirt, Adminstaff
and TCS Acquisition Corp., Franklin, New Jersey who became
totally or partially separated from employment on or after May
2, 2000, through December 13, 2003, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974.

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on May 14, 2001 and filed on behalf of workers at The
CustomShop.com, Franklin, New Jersey. The workers produced men's
custom shirts.
The articles manufactured by the subject firm have been
impacted importantly by the high penetration of imports into this
market.
U.S. imports of men's and boys' shirts increased absolutely in
2000, compared to 1999. In 1999, the ratio of imports to U.S.
shipments was more than 180%.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like or
directly competitive with custom men's shirts produced at The
CustomShop.com, Franklin, New Jersey contributed importantly to the
decline in sales or production and to the total or partial
separation of workers of that firm. In accordance with the
provisions of the Act, I make the following certification:
"All workers of The CustomShop.com, Franklin, New Jersey who
became totally or partially separated from employment on or
after May 2, 2000 through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974."
