Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Notice of
Certification Regarding Eligibility to Apply for Worker
Adjustment Assistance on May 31, 2001, applicable to workers of
Chicago Specialties, LLC, Chicago, Illinois. The notice was
published in the Federal Register on June 14, 2001 (66 FR 32389).
At the request of the company, the Department reviewed the
certification for workers of the subject firm. The company
reports that worker separations occurred at the Sales Office
Westlake, Ohio location of Chicago Specialties, LLC. The
Westlake, Ohio workers provide sales support function services
for the subject firm=s production facility in Chicago, Illinois.


Based on these findings, the Department is amending this
certification to include workers of Chicago Specialties, LLC,
Sales Office, Westlake, Ohio.
The intent of the Department=s certification is to include
all workers of Chicago Specialties, LLC who were adversely
affected by increased imports of Para Cresol.
The amended notice applicable to TA-W-39,213 is hereby
issued as follows:
"All workers of Chicago Specialties, LLC, Chicago, Illinois
(TA-W-39,213) and Chicago Specialties, LLC, Sales Office,
Westlake, Ohio (TA-W-39,213A) who became totally or
partially separated from employment on or after April 23,
2000, through May 31, 2003, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974.@

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 U.S.C. 2273) as amended
by the Omnibus Trade and Competitiveness Act of 1988 (P. L. 100-418), the Department of
Labor herein presents the results of an investigation regarding certification of eligibility to apply
for worker adjustment assistance.
In order to make an affirmative determination and issue a certification of eligibility to
apply for adjustment assistance each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the requirements have been met.
The investigation was initiated in response to a petition received on May 7, 2001, and
filed on behalf of workers at Chicago Specialties, LLC, Chicago, Illinois. The workers were
engaged in employment related to the production of Para Cresol.
Production and employment at the subject plant declined
during the relevant period.
The U.S. Department of Labor conducted a survey of the subject firms major customers
regarding their purchases of Para Cresol during the relevant period. The survey revealed that
major customer(s) increased their reliance on imported Para Cresol during the relevant period.


Conclusion
After careful review of the facts obtained in the investi-gation, I conclude that increases
of imports of articles like or directly competitive with Para Cresol produced at Chicago
Specialties, LLC, Chicago, Illinois, contributed importantly to the decline in sales or production
and to the total or partial separation of workers of that firm. In accordance with the provisions of
the Act, I make the following certification:
"All workers of Chicago Specialties, LLC, Chicago, Illinois, who became totally or
partially separated from employment on or after April 23, 2000, through two years from
the date of certification are eligible to apply for adjustment assistance under Section 223
of the Trade Act of 1974."
