Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC 2273) the Department
of Labor issued a Certification of Eligibility to Apply for Worker Adjustment Assistance on June
27, 2001, applicable to workers of The JPM Company, Lewisburg, Pennsylvania. The notice
was published in the Federal Register on July 11, 2001 (66 FR 36329).
At the request of the company, the Department reviewed the certification for workers of
the subject firm. The workers were engaged in the production of cable and wire harnesses
assemblies. New information shows that Sanmina-SCI purchased The JPM Company in June,
2002 and is now known as Sanmina-SCI.
The Department is amending the certification determination to correctly identify the new
title name to read Sanmina-SCI, (formerly known as The JPM Company), Lewisburg,
Pennsylvania.


The amended notice applicable to TA-W-39,182 is hereby issued as follows:
"All workers of Sanmina-SCI (formerly known as The JPM Company),
Lewisburg, Pennsylvania, who became totally or partially separated from
employment on or after April 12, 2000, through June 27, 2003, are eligible to
apply for adjustment assistance under Section 223 of the Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC 2273) as amended by
the Omnibus Trade and Competitiveness Act of 1988 (P. L. 100-418), the Department of Labor
herein presents the results of an investigation regarding certification of eligi-bility to apply for
worker adjustment assistance.
In order to make an affirmative determination and issue a certification of eligibility to
apply for adjustment assistance each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the requirements have been met.
The investigation was initiated in response to a petition received on May 7, 2001 and
filed on behalf of workers at The JPM Company, Lewisburg, Pennsylvania (TA-W-39,182); and,
The JPM Company, Beaver Springs, Pennsylvania (TA-W-39,182A). The workers produced
cable and wire harnesses assemblies.


The investigation revealed that company-wide domestic sales decreased in 2000
compared to 1999 and in January-March 2001 compared to the same period in 2000.
Employment at both subject plants decreased in January-March 2001 compared to the same
period in 2000. Layoffs began in March 2001.
The Department conducted a survey of major declining customers of the subject firm
regarding their purchases of cable assemblies and wire harnesses in 1999, 2000 and January-
March 2001. The survey revealed that respondents accounting for a significant percentage of the
subject firm's decline in sales in January-March 2001 compared to the same period in 2000
increased their purchases of cable assemblies and wire harnesses from foreign firms both directly
and indirectly while decreasing their purchases of cable assemblies and wire harnesses from the
subject firm in 2000 compared to 1999 and in January-March 2001 compared to the same period
in 2000.
Conclusion
After careful review of the facts obtained in the investi-gation, I conclude that increases
of imports of articles like or directly competitive with cable and wire harnesses assemblies
produced at The JPM Company, Lewisburg and Beaver Springs, Pennsylvania contributed
importantly to the decline in sales or production and to the total or partial separation of workers
of that firm. In accordance with the provisions of the Act, I make the following certification:



"All workers of The JPM Company, Lewisburg and Beaver Springs, Pennsylvania who
became totally or partially separated from employment on or after April 12, 2000 through
two years from the date of certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974."
