Notice of Determination Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met.
The investigation was initiated in response to a petition
received on March 26, 2001 and filed on behalf of workers at
Mayfair Mills, Inc., Lincolnton Plant, Lincolnton, Georgia (TA-W-
38,940); Mayfair Mills, Inc., Starr Plant, Starr, South Carolina
(TA-W-38,940A); Mayfair Mills, Inc., Mayfair Plant, Arcadia,
South Carolina (TA-W-38,940B). The investigation was expanded to
include Mayfair Mills, Inc., Bailey Plant, Arcadia, South
Carolina (TA-W-38,940C); Mayfair Mills, Inc., Glenwood Plant,
Easley, South Carolina (TA-W-38,940D); Mayfair Mills, Inc.,
Pickens Plant, Pickens, South Carolina (TA-W-38,940E). The
workers produced griege goods for apparel, industrial and home
furnishings markets. Workers at Mayfair, Bailey, and Glenwood
plants produced primarily blended print cloths, broadcloth and
poplins. Workers at the Pickens plant produced medium weight
fabrics. Workers at the Lincolnton plant produced open-end cotton
and blend yarns used in the production of fabric at the company's
Starr plant.
With respect to the production of cotton twills at Starr and
Lincolnton plants, without regard to whether any of the other
criteria have been met, criterion (3) has not been met.
Employment increased at Lincolnton and Starr plants in 2000
compared to 1999 and in January-March 2001 compared to the same
period in 2000.
U.S. imports of unbleached 3- and 4-thread twill fabrics of
cotton, including cross twill, 85 percent of more cotton by
weight, weighing more than 200g/m2 increased in 2000 compared to
1999.
The Department conducted a survey of major declining customers
of the Starr plant regarding their purchases of greige goods
(twill) in 1999, 2000, and January-March 2001. The survey revealed
that a respondent, which accounted for an insignificant percentage
of the subject plant's decline in sales in January-March 2001
compared to the same period in 2000, purchased greige goods (twill)
from other domestic sources that were wholly manufactured in
foreign countries in January-March 2001 compared to the same period
in 2000.
With respect to the production of polycotton printcloth,
broadcloth and poplins at the Mayfair, Bailey and Glenwood
plants, all of the requirements have been met.
Sales decreased at the Bailey plant in 2000 compared to
1999. Sales decreased at the Mayfair, Bailey and Glenwood plants
in January-March 2001 compared to the same period in 2000.
Employment decreased at the Mayfair, Bailey and Glenwood plants
in 2000 compared to 1999 and in January-March 2001 compared to
the same period in 2000. The Mayfair plant closed permanently in
May 2001.
U.S imports of unbleached plain weave fabrics of cotton,
less than 85% cotton, mixed mainly/solely with man-made fibers,
weight less than 200g/m2, of numbers 42 or lower increased in
January-February 2001 compared to the same period in 2000.
U.S. imports of unbleached plain weave fabrics of cotton,
less than 85% by weight, mixed mainly/solely with man-made
fibers, over 200g/m2 increased in 2000 compared to 1999 and in
January-February 2001 compared to same period in 2000.
The Department conducted a survey of major declining customers
of the Mayfair plant regarding their purchases of greige goods in
1999, 2000, and January-March 2001. The survey revealed that
respondents which accounted for a significant percentage of the
subject plant's sales decline in January-March 2001 compared to the
same period in 2000, increased its purchases of griege goods from
foreign countries while decreasing its purchases of greige goods
from the subject firm in 2000 compared to 1999 and in January-March
2001 compared to the same period in 2000.
The Department conducted a survey of major declining customers
of the Bailey plant regarding their purchases of greige goods in
1999, 2000, and January-March 2001. The survey revealed that
respondents, which accounted for a significant percentage of the
subject plant's sales decline in January-March 2001 compared to the
same period in 2000, increased its purchases of greige goods from
foreign firms while decreasing its purchases of greige goods from
the subject firm in 2000 compared to 1999 and in January-March 2001
compared to the same period in 2000.
The Department conducted a survey of major declining customers
of the Glenwood plant regarding their purchases of greige goods in
1999, 2000, and January-March 2001. The survey revealed that
respondents, which accounted for a significant percentage of
subject plant sales in January-March 2001 compared to the same
period in 2000, increased their purchases of griege goods from
foreign countries both directly and indirectly while decreasing
their purchases of greige goods from the subject firm in 2000
compared to 1999 and in January-March 2001 compared to the same
period in 2000.
With respect to the production of polycotton medium weight
fabrics at the Pickens plant, all of the requirements have been
met.
Sales decreased at the Pickens plant in 2000 compared to
1999 and in January-March 2001 compared to the same period in
2000. Employment decreased the Pickens plants in 2000 compared to
1999 and in January-March 2001 compared to the same period in
2000.
U.S. imports of unbleached 3-4 thread twill fabric, less 85
percent by weight of cotton, mixed with man-made fibers, weighing
less than or equal to 200g/m2 increased in 2000 compared to 1999.
The Department conducted a survey of major declining customers
of the Pickens plant regarding their purchases of greige goods in
1999, 2000, and January-March 2001. The survey revealed that a
respondent, which accounted for a significant percentage of the
subject plant's decline in January-March 2001 compared to the same
period in 2000, increased its purchases of griege goods from
foreign countries both directly and indirectly while decreasing its
purchases of greige goods from the subject firm in January-March
2001 compared to the same period in 2000.
Conclusion
After careful review of the facts obtained in the investiga-

tion, I conclude that increases of imports of articles like or
directly competitive with griege goods produced at Mayfair Mills,
Inc., Mayfair Plant, Arcadia, South Carolina; Mayfair Mills, Inc.,
Bailey Plant, Arcadia, South Carolina; Mayfair Mills, Inc.,
Glenwood Plant, Easley, South Carolina; Mayfair Mills, Inc.,
Pickens Plant, Pickens, South Carolina contributed importantly to
the decline in sales or production and to the total or partial
separation of workers of that firm. In accordance with the
provisions of the Act, I make the following certification:
"All workers of Mayfair Plant, Arcadia, South Carolina;
Mayfair Mills, Inc., Bailey Plant, Arcadia, South
Carolina; Mayfair Mills, Inc., Glenwood Plant, Easley,
South Carolina; Mayfair Mills, Inc., Pickens Plant,
Pickens, South Carolina who became totally or partially
separated from employment on or after March 19, 2000,
through two years from the date of certification are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974."
I further determine that all workers at Mayfair Mills, Inc.,
Lincolnton Plant, Lincolnton, Georgia; and, Mayfair Mills, Inc.,
Starr Plant, Starr, South Carolina are denied eligibility to apply
for adjustment assistance under Section 223 of the Trade Act of
l974.
