Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on April 2,
2001, applicable to workers of Oremet, a Division of Allegheny
Technologies, Inc., Albany, Oregon. The notice was published in
the Federal Register on May 2, 2001 (66 FR 22006).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
are engaged in the production of titanium ingot, sponge and
forged products.
New information shows that Oremet and Wah Chang are
divisions of Allegheny Technologies, Inc.
Information also shows that some workers separated from
employment at the subject firm had their wages reported under a
separate unemployment insurance (UI) tax account for Oremet, Wah
Chang, a Division of Allegheny Technologies, Inc.
Accordingly, the Department is amending the certification to
properly reflect this matter.
The intent of the Department=s certification is to include
all workers of Oremet, a Division of Allegheny Technologies,
Inc., Albany, Oregon who were adversely affected by increased
imports.
The amended notice applicable to TA-W-38,733 is hereby
issued as follows:
"All workers of Oremet, Wah Chang, a Division of
Allegheny Technologies, Inc., Albany, Oregon, who
became totally or partially separated from employment
on or after February 10, 2000, through April 2, 2003,
are eligible to apply for adjustment assistance under
Section 223 of the Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance,
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on February 26, 2001 in
response to a petition filed by the United Steel Workers of
America, Local-7150 behalf of workers at Oremet An Allegheny
Technologies Company, Albany, Oregon. The workers produce tita-
nium ingot, sponge and forged products.
The investigation revealed that sales, production and
employment at the subject firm decreased during the period under
investigation.
Company imports increased in the relevant period causing
separations at the subject plant.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like
or directly competitive with titanium ingot, sponge and forged
products at Oremet An Allegheny Technologies Company, Albany,
Oregon, contributed importantly to the decline in sales or and to
the total or partial separation of workers of that firm. In
accordance with the provisions of the Act, I make the following
certification:
"All workers of Oremet An Allegheny Technologies Company,
Albany, Oregon, who became totally or partially separated
from employment on or after February 10, 2000, through two
years from the date of certification are eligible to apply
for adjustment assistance under Section 223 of the Trade Act
of 1974."
