Important notice regarding the transition from iCERT to the FLAG System
As part of the Department's technology modernization initiative, it developed the Foreign Labor Access Gateway (FLAG) System to replace the legacy iCERT system.
As of October 16, 2019, users can no longer submit applications in iCERT and all temporary programs and prevailing wage requests (for both PERM and temporary programs) must be submitted through the FLAG System. Users of this site are advised that references to iCERT will remain in the FAQs until they have been updated to reflect the new system.
