To provide guidance to state workforce agencies (state UI agencies) responsible for administration of the Federal-State Unemployment Insurance (UI) programs on implementation of the provisions of the Workforce Innovation and Opportunity Act (WIOA) related to UI programs, beginning July 1, 2015, and to: 1) recommend that state UI agencies begin (if they have not already) working with other workforce partners to develop strategies to implement WIOA; and 2) encourage states, as they develop strategies for WIOA implementation, to consider how to most effectively leverage Federal-State UI programs. As referenced in this guidance, "UI programs" include: the state's Worker Profiling and Reemployment Services (WPRS) program, Trade Readjustment Allowances (TRA) under the Trade Adjustment Assistance (TAA) program, the state's Reemployment Services and Eligibility Assessment (RESEA) program (replacing the UI Reemployment and Eligibility Assessment (UI REA) program), the state's Self Employment Assistance (SEA) program, and the state's Short-Time Compensation (STC) program, if the state operates an STC program.

To announce the release and availability of the Significant Provisions of State Unemployment Insurance Laws Effective July 2015.

To notify State Workforce Agencies of the new Employment and Training Administration (ETA) Form 9165 for required reporting of quarterly progress and implementation updates for UI SBR grants.

To disseminate a white paper and provide information and resources on promising strategies to promote the inclusion of youth and adults with disabilities in registered apprenticeships and pre-apprenticeships.

To notify states of the availability of FY 2015 UI funds to address worker misclassification within the federal-state UI program and provide guidance to states on how to apply for these funds.

To respond to questions asked by state workforce agencies during a webinar held on April 6, 2015, about the RESEA program.

To update state workforce agencies on the Employment and Training Administration's (ETA) efforts to reengineer UI benefits program accountability processes to improve program performance and integrity and to provide more information on state impacts and timelines for implementation.

To respond to questions regarding the changes to the ETA 227 Report, "Overpayment Detection and Recovery Activities," and to add to the instructions provided in Unemployment Insurance Program Letter (UIPL) No. 08-12.

To rescind TEGL 39-14 and replace it with TEGL 39-14, Change 1. Change 1 clarifies in Section 6c and in Attachment 2, Other Requirements-Data Collection (attachment page 4) that when a grantee conducts ETA data collection activities in an alternative manner from BLS technical standards and methodologies, they are requested to document and submit a defensible rationale to the appropriate ETA regional office, but they are not required to obtain advance approval from that office. The remainder of the TEGL remains unchanged.
