To inform State Employment Security Agencies (SESAs) that correspondence symbols are no longer used for the Employment and Training Administration (ETA) and to provide SESAs with a crosswalk from the old symbols to the new office and division titles.

To provide guidelines for implementation of the Work-Flex waiver authority authorized by the Workforce Investment Act (WIA) of 1998.

To advise States of the elimination of the Claimant/Employer Separation Statement, Form IB-3, and to provide agent State instructions for providing weeks claimed information to liable States on backdated initial claims.

To provide State Employment Security Agencies (SESAs) with advance information concerning the purchase of new Sun Enterprise Ultra SPARC 10 computer systems.

To provide States and outlying areas with WIA title I Adults and Dislocated Workers and Youth Activities allotments for PY 2000; and preliminary planning estimates for PY 2000 public employment service (ES) activities, as required by Section 6(b)(5) of the Wagner-Peyser Act, as amended.

To amend the consolidated list of "acceptable" narrative reasons for separation transmitted in Unemployment Insurance Program Letter (UIPL) No. 3-95 and UIPL No. 3-95, Changes 1 and 2 to include separations from the Army under the Army National Guard Combat Reform Initiative (ANGCRI) program.

To provide guidance for the preparation and submission of the PY 2000 Wagner-Peyser Act Agriculture Services Submission in conjunction with the Strategic Five-Year State Plan under the Workforce Investment Act of 1998 (WIA).

To facilitate the provision of employer services to U.S. Armed Forces recruiting offices and to identify military job opportunities to job seekers.
