To request that states designate ASUs in order for the Employment and Training Administration (ETA) to allot funds under WIA for the period beginning on July 1, 2012.

This change Training and Employment Guidance Letter (TEGL) is being issued to reflect modifications made to the original TEGL 11-01, which include the following: updated information regarding the regression modeling tool for target setting, revised time periods to submit renegotiated goals, and updated language to include the common measures waiver in negotiations.

This guidance letter describes criteria and procedures the Department of Labor (DOL) will use when considering state requests to revise negotiated levels of performance established under title IB of WIA.

To provide checklists of all currently active ETA Advisories as well as checklists of all ETA Advisories rescinded/cancelled since the previously issued checklists.

To announce the availability of technical assistance presentations on a variety of fiscal and performance topics including, but not limited to, financial obligations; fiscal reporting; grant closeout; data validation; literacy and numeracy gains; Workforce Investment Act Standardized Record Data (WIASRD); and improved performance.

To transmit a revision of the Benefits portion of the UI DV Handbook, Employment and Training (ET) Handbook No. 361.

To reissue Training and Employment Guidance Letter (TEGL) 27-10 and revise Attachment A, Source Documentation Requirements for Program Year (PY) 2010 WIA Data Element Validation.  Additionally, language was added regarding reporting timelines and data element validation for the Trade Adjustment Act (TAA) program.

To continue the established grant application process and program guidance for the development, management, and delivery of state LMI/WI core and special information services to state and local workforce investment boards (WIBs), One-Stop Career Centers, businesses, and the job-seeking public.

To notify State Workforce Agencies of the availability of Fiscal Year (FY) 2011 funds for activities, including technology-based activities, that will support the prevention, detection, and collection of improper UI benefit payments, improve state performance, and address outdated Information Technology (IT) system infrastructures necessary to improve UI program integrity.

To provide the State Workforce Agencies (SWAs) with final funding allotments for the administration of the WOTC program through September 30, 2011.

To inform State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (also jointly referred to as "States") of the assumptions used in determining the FY 2011 Training Cap; to inform States of the Department of Labor's (Department) decision to distribute 100 percent of these funds through this distribution; and to provide the funding formula used in calculating the Second Distribution of FY 2011 Training Funding Amounts, defined as the remainder of the 35 percent of fiscal year training funds that were held in reserve, as well as to the remainder of job search and relocation allowance funds that were not distributed to States in response to reserve requests received before July 1, 2011.
