To issue the revised Federal poverty guidelines for the Senior Community Service Employment Program (SCSEP).

To invite state workforce agencies to submit proposals and funding requests to continue a UI REA program funded by a UI REA grant or to implement a UI REA program in a state, and to provide revised guidelines for UI REA programs for FY 2012 grants, including criteria governing the use of UI REA grant funds.

To enhance the public workforce system’s awareness of changes to the Post-9/11 GI Bill that went into effect on October 1, 2011, which may provide additional employment and training opportunities to veterans who served on active duty on or after September 11, 2001.

To inform the workforce community of a central online portal for training and resources related to financial and performance management for Employment and Training Administration (ETA) grants.

To inform state workforce agencies of the 2012 UI Integrity Summit scheduled for March 13-14, 2012, in Arlington, Virginia, and encourage staff participation at the summit.

To announce the rate of interest that the U.S. Department of the Treasury (Treasury) will charge on Title XII advances during CY 2012

The purposes of this guidance are: to update Training and Employment Guidance Letter (TEGL) No. 6-09, issued September 15, 2009 by describing the non-substantive changes that have been approved since then; to replace Attachment A: Data Preparation and Reporting Handbook (2009 TAPR Handbook), with TEGL No. 6-09, Change 1, Attachment A: 2012 Data Preparation and Reporting Handbook (2012 TAPR Handbook); and to make available a table of data validation edit checks for the TAPR, as Attachment B to this TEGL.

To request Workforce Investment Act (WIA) Section 166 grantees to submit nominations for consideration by Secretary of Labor, Hilda Solis, for appointment to fill expiring terms of membership on the Native American Employment and Training Council (Council).

To announce the release and availability of ETA Occasional Paper, Process Evaluation and Outcomes Analysis:  Twin Cities RISE! Performance-Based Training and Education Demonstration Project Final Report.

The intent of this guidance is to provide states with revised allotment levels for WIA Adult and Dislocated Worker Fiscal Year 2012 funds which became available to states in October 2011. The original TEGL 9-11 indicated a 1.503 percent temporary rate of operations reduction; Change 1 amends this to a 0.189 percent rescission providing all fifty states and territories with additional funding.
