To advise states of new requirements for the provision of reemployment services and reemployment and eligibility assessments (RES/REA) to individuals who begin receiving Emergency Unemployment Compensation (EUC) First Tier benefits or who transition from First Tier to Second Tier benefits on or after March 23, 2012, and to provide information on related funding and reporting requirements.

To provide states and outlying areas with WIA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2012; final allotments for PY 2012 for the Wagner-Peyser Employment Service (ES) Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the Workforce Information Grants to States allotments for PY 2012.

To provide State Workforce Agencies (SWAs) with guidelines and key dates for the completion of CY 2011 UI BAM paid and denied claims sample cases and the publication of CY 2011 BAM data.

To provide information to states regarding FY 2012 UI State Administration base resource allocations, above-base funding, and general guidelines for resource planning.

To advise state workforce agencies of the latest extension and modifications of the EUC08 program, and of the extension of the temporary EB provisions.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide guidance to state and local workforce investment area staff and WIA Youth Program service providers to increase literacy and numeracy gains of out-of-school, basic skills deficient youth and to further clarify reporting policies and requirements. This TEGL does not change or replace any previous guidance related to the literacy and numeracy gains measure.

To announce the availability of a Rapid Response Self-Assessment Tool that allows states to examine various elements of their Rapid Response systems, assess performance, take an inventory of Rapid Response service delivery, and identify areas for self-improvement.

There are three main purposes of this TEN.

• To share key global attributes of a successful Rapid Response system, building upon the 10 elements of the Rapid Response Self-Assessment Tool.
• To support continuous improvement on the part of Rapid Response teams and practitioners in concert with technical support and sharing of best practices.
• To ensure that all state and local leaders understand the full array of strategies and activities that can be carried out by Rapid Response units. 

To provide the State Workforce Agencies (SWAs) with final funding allotments for the administration of the WOTC program through September 30, 2012.

This Training and Employment Notice 22-10 is to inform workforce system agencies and practitioners about Free File and other resources available to assist individuals in preparing and filing Federal and state income tax returns for tax year 2011.
