To inform the workforce community of the Office of Management and Budget’s (OMB) consolidation and publication of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; Final Rule on December 26, 2013.

To inform states of additional optional provisions that are approved for short-time compensation (STC) laws under section 3306(v)(10) of the Federal Unemployment Tax Act (FUTA).

To provide guidance for the funding and management of FY 2014 annual grant allocations in order to perform FLC program activities.

To provide guidance regarding the use of HCTC NEG funds available for health insurance coverage assistance and support for eligible Trade Adjustment Assistance (TAA) recipients and other eligible individuals, due to the expiration of the HCTC Program on January 1, 2014.

To provide updated pages for ET Handbook No. 401, 4th Edition, Change 2, on the ETA 191, Statement of Expenditures and Financial Adjustments of Federal Funds for Unemployment Compensation for Federal Employees and Ex-Servicemembers (UCFE/UCX).

To inform State Workforce Agencies (SWAs) and State Monitor Advocates (SMAs) of the 2014 “National Migrant and Seasonal Farmworker State Monitor Advocate Training,” sponsored by the Employment and Training Administration (ETA). The training will be held in Washington, D.C. at the U.S. Department of Labor from May 20 to May 22, 2014.

To clarify policy guidance previously issued to states and national YouthBuild program grantees concerning the Employment and Training Administration’s (ETA) definition of “sequential service strategy” as it pertains to YouthBuild program participants under the Workforce Investment Act (WIA) of 1998. Specifically, this change TEGL clarifies eligibility requirements and how these requirements apply to the sequential service strategy.
