Dear Mr. Parks:
This office has recently completed an audit of AFSCME Local 3653 under the Compliance Audit Program (CAP) to determine your organization's compliance with the provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA). As discussed during the exit interview with Robert Parks and Donald Wareham on April 12, 2006, no violations of the LMRDA were disclosed in areas of financial activity included in the CAP. This does not exhaust all possible problem areas, however, since the audit conducted was limited in scope and did not include all areas of your union's operation.
Other Issues
The audit disclosed the following issues:
During the audit, I advised union officials that the authorization for payment of salary amounts paid to union officers could not be found in the union records. I recommend that Local 3653 document the authorized salary amounts in its constitution and bylaws or record them in meeting minutes or some other internal document (following discussion in the appropriate membership and / or executive board meeting). When the authorized salary amounts have been recorded in union records I would appreciate it if you would forward a copy of the record documenting the authorization to me at the above address.
