Megan Underwood

Megan Underwood was appointed Northeastern Regional Director in May 2022. The OLMS regional director is responsible for leading a nationwide criminal and civil enforcement program within a broad geographic area. As regional director, she formulates annual regional program, budgetary, and administrative operations plans, and monitors and evaluates the program work conducted in three field offices with jurisdictions in eleven states and two U.S. territories. Ms. Underwood began her federal career in June 2003 by joining OLMS as an investigator in the Philadelphia District Office. She was promoted to supervisory investigator of the Philadelphia-Pittsburgh District Office in June 2015 and then to District Director in August 2019. She holds a bachelor’s degree from Rutgers University.

 

 

 

Acting District Director

Nicole Spallino is currently serving as Acting District Director for the OLMS Philadelphia-Pittsburgh District Office. Under the oversight of a regional director, the OLMS district director is responsible for leading a criminal and civil enforcement program within an assigned jurisdiction, including responsibility to formulate annual office program, budgetary, and administrative operations plans, and monitor and evaluate the program work performed in the assigned field office. Ms. Spallino began her OLMS career in February 2007 as an investigator in the Philadelphia District Office. She was appointed as Supervisory Investigator for the Philadelphia-Pittsburgh District Office in November 2022 and assumed her current acting position in January 2024.

 

District Director

Jonathan Russo was appointed as District Director for the OLMS Boston-Buffalo District Director in August 2015. Under the oversight of a regional director, the OLMS district director is responsible for leading a criminal and civil enforcement program within an assigned jurisdiction, including responsibility to formulate annual office program, budgetary, and administrative operations plans, and monitor and evaluate the program work performed in the assigned field office. Mr. Russo began his OLMS career as an investigator in 2008. In June 2014 he was promoted to senior investigator. Mr. Russo graduated from Connecticut College with a bachelor’s degree in English and received a master’s degree in education from Portland State University in Portland, Oregon.

Supervisory Investigator

Jennifer Rudewicz serves as Supervisory Investigator for the OLMS Boston-Buffalo District Office. Under the oversight of a district director, the OLMS supervisory investigator is responsible for leading a criminal and civil enforcement program within an OLMS field office, including shared responsibility to formulate annual office program, budgetary, and administrative operations plans, and monitor and evaluate the program work performed. In addition to her office duties, Ms. Rudewicz serves on a nationwide enforcement committee for OLMS. Ms. Rudewicz began her federal career in June 2004 by joining OLMS as an investigator in the Buffalo District Office. In November 2013, she became Supervisory Investigator for the Boston-Buffalo District Office. She received her bachelor’s degree in psychology from Niagara University and holds a master’s degree in criminal justice from Buffalo State College.

District Director

Joy Mitchell was appointed to the position of District Director in the OLMS New York District Office in April 2018. Under the oversight of a regional director, the OLMS district director is responsible for leading criminal and civil enforcement programs within an assigned jurisdiction, including formulating annual office program, budgetary, and administrative operations plans, and monitoring and evaluating the program work performed in the assigned field office. Ms. Mitchell has over 30 years of experience with OLMS. She holds a bachelor’s and master’s degree in labor relations from Rutgers University.

Supervisory Investigator

Erica Weber serves as Supervisory Investigator for the OLMS New York District Office. Under the oversight of a district director, the OLMS supervisory investigator is responsible for leading a criminal and civil enforcement program within an OLMS field office, including shared responsibility to formulate annual office program, budgetary, and administrative operations plans, and monitor and evaluate the program work performed. Ms. Weber joined the OLMS New York District Office as an investigator in December 2003 and transferred to the Washington District Office in 2007, where she became a senior investigator in 2010. Ms. Weber transferred back to the New York District Office in 2017 and was converted to a criminal investigator in 2018. In May 2024 she was promoted to supervisory investigator. Ms. Weber earned a bachelor’s degree in criminal justice from Seton Hall University and a master’s degree in criminal justice from Boston University.
