Dear Mr. Hankin:

This is in response to your continuing hardship exemption request for the National Association of Letter Carriers, Branch 3, LM File Number 080-880, for the fiscal year ending December 31, 2009. Your request dated June 12, 2010 was received by the Office of Labor-Management Standards (OLMS) on June 14, 2010. A continuing hardship exemption request requires the requesting union to demonstrate that it cannot file Form LM-2 electronically without undue burden or expense.

You based your request upon the following information stated in your letter:

You are having problems with electronic filing, and also are waiting for a new digital signature for your President. After consultation with an OLMS regional office, you submitted a hardship exemption request with the agency and filed a paper copy of your Form LM-2 with the OLMS Division of Reports, Disclosure, & Audits on April 20, 2010. With your letter you enclosed copies of your paperwork submitted to IdenTrust to apply for a new digital signature for your president.

OLMS grants your continuing hardship exemption request for filing Form LM-2 electronically for the fiscal year ending December 31, 2009 based on the information provided until July 15, 2010, as you contacted the Department to request assistance and included documentation of your effort to acquire a digital signature from IdenTrust. When you receive the digital signature for your president and need assistance with your electronic filing, please contact the OLMS Help Desk at 1-866-401-1109.
