RELEASE – TRANSMISSION OF REVISED MATERIAL TO BE INCORPORATED INTO THE FEDERAL (EEOICPA) PROCEDURE MANUAL: CHAPTER 2-0600, ESTABLISHING SPECIAL EXPOSURE COHORT STATUS
EXPLANATION OF MATERIAL TRANSMITTED:
This material is issued as procedural guidance to update, revise and replace the text of the Federal (EEOICPA) Procedure Manual (PM) Chapter 2-0600, Establishing Special Exposure Cohort Status. This version incorporates changes that have arisen since the last publication of Chapter 2-0600, to include:
· Section 7.e(2) - Updates the ICD-9 code to the ICD-10 code for lymphomas.
· Section 7.f(l) - Updates the ICD-9 code to the ICD-10 code for malignant carcinoid tumor in the duodenum section of the small intestine.
· Section 8.b(3) - Includes clarification for the SEC Screening Worksheet; i.e., if a claimant on the SEC comprehensive list is deceased, and the employment and medical criteria are met but survivorship development is needed, the CE will mark "development needed" on the Screening Worksheet.
· This Transmittal provides additional information pertaining to the June 2015 publication of PM 2-0600 which did not include certain anatomical sites as specified cancer sites previously listed as such. The EEOICPA provides that DEEOIC consult with the National Cancer Institute (NCI) only on the names or nomenclature of potential cancers. DEEOIC consulted with NCI pertaining to adding anatomical sites as specified cancer sites, and issued several Bulletins and a Circular to include those sites as specified cancer sites. As consultation with NCI pertaining to adding specified cancer sites is not in accordance with the EEOICPA, those sites were removed as specified cancer sites. PM 2-0600 supersedes the guidance in those Bulletins and Circular, which are listed below.
o Bulletin No. 02-15 which added chondrosarcoma of the cricoid cartilage of the larynx as a specified cancer.
o Bulletin No. 02-16 which added cancer of the ureter as a specified cancer.
o Bulletin No. 03-32 which added cancer of the urethra as a specified cancer.
o Bulletin No. 10-08 which added cancer of the larynx as a specified cancer.
o Circular No. 12-13 which added cancer of the fallopian tubes as a specified cahcer.
The following Exhibit has been updated for this chapter:
o Exhibit 1, EC Screening Worksheet - Add question 5 pertaining to development of survivor claims. Renumber question 5 to question 6 and include wording if question 5 is answered no. Delete ECS "No Action Necessary."
