Below is a list of voluntary compliance agreements entered into in 2025.
On August 15, 2025, OLMS entered into a voluntary compliance agreement with the National Association of Letter Carriers (NALC) Branch 214 (located in San Francisco, Calif.) concerning the union’s January 28, 2025, election of union officers. The union agreed to conduct new nominations, if necessary, a new election, and installation for the offices of president, secretarytreasurer, equal opportunity officer, director of organization, sergeant-at-arms, and three trustee positions before February 28, 2026. The investigation disclosed that a candidate used a union computer to draft a campaign statement and campaign literature was distributed at employee workstations while on union time, in violation of Section 401(g) of the LMRDA. Additionally, the union denied two candidates the opportunity to have their campaign statement published in the union newsletter, while others were permitted to, and were denied a reasonable request to distribute campaign literature by email, in violation of Section 401(c) of the LMRDA. Finally, the union failed to update its membership list of eligible voters, in violation of Section 401(e) of the LMRDA. The agreement follows an investigation by the OLMS San Francisco-Seattle District Office.
On August 1, 2025, the Department entered into a voluntary compliance agreement with International Longshoremen’s Association (ILA) Local 1694 (located in Wilmington, Del.) concerning the union’s May 27, 2025, election of officers. The union agreed to conduct a new election and installation for two business agent positions under OLMS supervision no later than November 30, 2025. The investigation concluded that Local 1694 improperly applied a candidate eligibility requirement and denied a member in good standing the right to be a candidate in violation of Section 401(e) of the LMRDA. The agreement follows an investigation by the OLMS Philadelphia-Pittsburgh District Office.
On June 16, 2025, OLMS entered into a voluntary compliance agreement with American Federation of Government Employees (AFGE) Local 1006 (located in Fort Worth, Tex.), concerning the union’s December 3, 2024 election. The union agreed to conduct a new election of officers. The investigation determined that the union failed to take reasonable steps to update its membership mailing list prior to sending the election notice despite knowing that they did not have any contact information for at least 47 members, in violation of Section 401(e) of the LMRDA. The investigation also found that the union failed to make any attempt to reconcile returned undeliverable election notices and did not mail election notices to members who recently joined, in violation of Section 401(e) of the LMRDA. Lastly, the investigation found that the employer-owned email system was used to obtain contact information for members, which was then used to send campaign materials to members, in violation of Section 401(g) of the LMRDA. The agreement follows an investigation by the OLMS Dallas-New Orleans District Office.
On May 13, 2025, OLMS entered into a voluntary compliance agreement with National Treasury Employees Union (NTEU) Chapter 22 (located in Philadelphia, Pa.). The union agreed to conduct new nominations and a new election for the office of president under OLMS supervision by October 31, 2025. The investigation revealed that the union failed to elect its officers by secret ballot, in violation of Section 401(b) of the LMRDA, which is made applicable to federal sector unions by the CSRA. The agreement follows an investigation by the OLMS Philadelphia-Pittsburgh District Office.
On May 6, 2025, OLMS entered into a voluntary compliance agreement with American Postal Workers Union (APWU) Local 295 (located in Detroit, Mich.) to conduct a new election of officers. The OLMS investigation determined that the union failed to conduct the new election that was ordered by the APWU National Election Appeals Committee following an internal finding that the local election committee counted mail ballots that were sent without a means to identify the voter and determine eligibility prior to the tally. The investigation confirmed that Local 295 counted ballots without confirming the eligibility of voters, in violation of Sections 401(c) and (e) of the LMRDA. The investigation also found that the union failed to take reasonable efforts to update its mailing list for ballot packages from eligible voters that were returned as undeliverable, in violation of Section 401(e) of the LMRDA. The agreement follows an investigation by the OLMS Detroit-Milwaukee District Office.
On April 8, 2025, OLMS entered into a voluntary compliance agreement with American Postal Workers Union (APWU) Local 7043 (located in Florissant, Mo.). The union agreed to conduct new nominations, if necessary, and a new election for the offices of president, vice president, secretary treasurer, and clerk craft director. The investigation revealed that the union failed to mail out a proper notice of election, denied members the opportunity to vote, failed to provide adequate election safeguards, failed to follow the constitution and bylaws, and failed to maintain election records, in violation of Sections 401(c) and 401(e) of the LMRDA. The agreement follows an investigation by the OLMS Denver-St. Louis District Office.
On March 14, 2025, the Department entered into a voluntary compliance agreement with the American Postal Workers Union (APWU) Local 1201 (located in North Lauderdale, Fla.) concerning the union’s August 31, 2024 election of officers. The union agreed to conduct new nominations, if necessary, a new election, and installation for the offices of president, executive vice president, secretary-treasurer, and clerk craft director under OLMS supervision no later than July 29, 2025. The investigation concluded that the local union denied members the right to vote when 147 ballot mailing envelopes had address labels partially cut-off and over a hundred were returned undeliverable. The agreement follows an investigation by the OLMS Atlanta- Nashville District Office.
On February 24, 2025, OLMS entered into a voluntary compliance agreement with American Federation of Government Employees (AFGE) Local 2145 (located in Richmond, Va.). The union agreed to conduct nominations and an election for the offices of president, executive vice president, and trustee chairman. The investigation revealed that the local had not held an election for these positions in more than three years, in violation of Section 401(b) of the LMRDA. The agreement follows an investigation by the OLMS Washington District Office.
On February 21, 2025, OLMS entered into a voluntary compliance agreement with the Secondary Lay Teachers Association (SLTA) (located in West Seneca, N.Y.) concerning the December 17, 2024, election of officers. Under the terms of the agreement, the union agreed to conduct new nominations, a new election, and installation for the officers under OLMS supervision, by June 27, 2025. The investigation found there was no ballot secrecy when each ballot contained the voter’s name. Additionally, the union improperly applied a candidate qualification requirement when it amended its constitution, after nominations, to allow a retired former officer to seek office. Finally, the union denied members a reasonable opportunity to nominate when its building representatives canvassed members at work locations for nominees rather than hold a nomination meeting. The agreement follows an investigation by the OLMS Boston-Buffalo District Office.
On February 1, 2025, the Department entered into a voluntary compliance agreement with the United Auto Workers (UAW) Local 2209 (located in Roanoke, Ind.). Under the terms of the agreement, the union agreed to conduct new nominations, a new election, and installation for the Unit I Chairperson under OLMS supervision by May 8, 2025. The investigation revealed that employer funds were improperly used to support the candidacy of an incumbent officer, including the filming of a campaign video inside the General Motors Fort Wayne Assembly Plant, which violated company policies. Additionally, the investigation uncovered the misuse of both union and employer funds during campaign activities, such as campaigning during orientation classes and distributing campaign stickers for the incumbent officer along with Local Agreements at the General Motors Fort Wayne Assembly Plant. These actions violated Section 401(g) of the LMRDA. The agreement follows an investigation by the OLMS Chicago District Office.
On January 29, 2025, the Department entered into a voluntary compliance agreement with Carpenters Local 503 (located in Oregon City, Ore.) concerning the union’s June 6, 2024, election of officers. The union agreed to conduct new nominations, a new election, and installation for all officer positions under OLMS supervision no later than July 31, 2025. The investigation concluded that the local union failed to provide an opportunity to nominate and failed to provide proper notice of the election when the combined nomination and election notice was mailed to members with known bad addresses. Additionally, the union denied members an opportunity to vote due to limited polling hours, distance to the poll, and not providing an absentee balloting provision. The agreement follows an investigation by the OLMS San Francisco-Seattle District Office.
On January 7, 2025, OLMS entered into a voluntary compliance agreement with National Treasury Employees Union (NTEU) Chapter 193 (located in Guaynabo, P.R.) concerning the union’s June 14, 2024 election of officers. The union agreed to hold a new election and installation for the following offices: president, vice president, treasurer, and secretary. The investigation determined that candidates used union resources to campaign, in violation of Section 401(g) of the LMRDA. Additionally, the union permitted ineligible members to vote in the election, in violation of Section 401(e) of the LMRDA. The agreement follows an investigation by the OLMS New York District Office.
