Division of Energy Employees Occupational Illness Compensation (DEEOIC)
Federal EEOICPA Procedure Manual
The Federal Energy Employees Occupational Illness Compensation Program Act (EEOICPA) Procedure Manual is a publication that communicates the functions of the Division of Energy Employees Occupational Illness Compensation (DEEOIC) program in making decisions regarding claim compensability. It provides information about the organization of the DEEOIC, the process of collecting and evaluating evidence, the decision-making process, and how lump-sum compensation and medical benefits are processed. Changes or updates to the Procedure Manual occur in the form of published Transmittals that describe specific revisions. Edits or other changes to the narrative content of the Procedure Manual undergo a review process to ensure that updated guidance complies with established statutory and regulatory provisions. The current edition of the Procedure Manual is a PDF document searchable (Control + F on keyboard) by word or key phrase and is available for review through the link identified below.

Periodically, interim revisions to the Federal EEOICPA Procedure Manual occur. DEEOIC publishes these updates as Program Bulletins and these directives revise, replace or add guidance communicated in the current version of the Procedure Manual. DEEOIC will then incorporate interim edits into the next published Procedure Manual version. The following Program Bulletins provide information on changes to the current version of the Procedure Manual:
