Subject: Update to Federal (EEOICPA) Procedure Manual (Version 4.0): Chapter 2 – The EEOICPA; Chapter 28 – Medical Bill Process; and Chapter 29 – Ancillary Medical Services and Related Expenses.

Background: In order to streamline the process of adjudicating medical authorization requests, the Division of Energy Employees Occupational Illness Compensation (DEEOIC) has given the Medical Benefits Examiners (MBEs) sole authority for reviewing, developing and deciding whether to authorize the payment of services, appliances, supplies, modifications or travel expenses necessary to cure, give relief or reduce the degree or period of illness. Accordingly, the DEEOIC must update the following chapters of the Federal (EEOICPA) Procedure Manual to reflect that these duties are no longer handled by DEEOIC Claims Examiner staff, but will be the sole responsibility of MBEs: Chapter 2 – The EEOICPA; Chapter 28 – Medical Bill Process; and Chapter 29 – Ancillary Medical Services and Related Expenses.

Additionally, the exhibits to Chapter 29 – Ancillary Medical Services and Related Expenses, have been updated to reflect MBE signature authority.

Purpose: To provide updated chapters to the Federal (EEOICPA) Procedure Manual: Chapter 2 – The EEOICPA; Chapter 28 – Medical Bill Process; and Chapter 29 – Ancillary Medical Services and Related Expenses.

Applicability: All staff.

Actions:

1. DEEOIC claims staff are to cease using Federal (EEOICPA) Procedure Manual Version 4.0, Chapter 2 – The EEOICPA; Chapter 28 – Medical Bill Process; and Chapter 29 – Ancillary Medical Services and Related Expenses; and discard any remaining copies of these three chapters. This bulletin provides new versions of Chapter 2 – The EEOICPA; Chapter 28 – Medical Bill Process; and Chapter 29 – Ancillary Medical Services and Related Expenses. DEEOIC staff are to replace the prior versions, in their entirety, with the updated chapters included with this Bulletin (Attachment 1; Attachment 2; and Attachment 3).

Disposition: Retain until incorporated in the Federal (EEOICPA) Procedure Manual.
