This Training and Employment Guidance Letter (TEGL), Change 1 provides current SCSEP national grantees with revised allocations for Program Year (PY) 2020, and provides a two-month extension for operations for current national grantees to allow the transition to grants that will be awarded under the SCSEP Funding Announcement.

To provide states the table of weights for use in calculating Program Year (PY) 2010 Workforce Investment Act customer satisfaction results (See Attachment A). This action will enable states to continue to fulfill statutorily required obligations to collect data and measure customer satisfaction.

To provide states information about preliminary FY 2021 UI State Administration base resource planning targets, general guidelines for resource planning, and an explanation of how the U.S. Department of Labor (Department) allocates base resources among the states.

To provide information on state flexibility in the designation and redesignation of local workforce investment areas.

To provide State Workforce Agencies (SWAs) with advance notice of the upcoming distribution of new Hewlett Packard (HP) Proliant DL20 computer systems.

To advise states that the ETA 203 report, “Characteristics of the Insured Unemployed,” should no longer be produced through statistical sampling.

To promote the integration and coordination of services provided under the TAA Program in alignment with services provided under the WIOA DW program in support of a One Workforce System.

To announce the release and availability of two ETA Occasional Papers on Mentoring, Educational, and Employment Strategies to Improve Academic, Social and Career Pathway Outcomes in Persistently Dangerous Schools prepared by Social Policy Research Associates, Inc. (SPRA).

To provide clarifying guidance to National Dislocated Worker Grant recipients regarding the review of incremental and supplemental funding requests, and in particular, how the grantee's past performance will be taken into account.

To provide information to states regarding FY 2011 UI State Administration base resource allocations, general guidelines for resource planning, above-base funding, and SBRs.
