To inform workforce system stakeholders of additional technical assistance options related to the Section 1512 Reporting Requirements in the American Recovery and Reinvestment Act of 2009.

To transmit the Employment and Training Administration’s (ETA) communication plan for designation and notification of:

• Significant MSFW States;
• Significant MSFW One-Stop Centers; and
• Significant Multilingual MSFW One-Stop Centers.

To provide guidance to states on best practices for payment of unemployment compensation by debit cards.

To provide program guidance for the development, management, and delivery of workforce and labor market information (WLMI) funded through the WIGS.

To notify state workforce agencies of the availability of Fiscal Year (FY) 2009 UI funds for automation acquisitions that will allow states to implement technological improvements to better serve UI beneficiaries and employers, to accommodate large fluctuations in UI workloads, and/or to improve program integrity and/or performance.

To assist State Workforce Agencies or agencies designated by Governors as “Cooperating State Agencies” (CSAs) (also jointly referred to as "states") by identifying the FY 2018 Initial Allocation of TaOA funding amounts to states; describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.

To provide additional guidelines to the states about the WIA Annual Report narrative and to update procedures for submission of the report to the Employment and Training Administration (ETA).

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of Fiscal Year (FY) 2018.

To remind the workforce investment system of the performance reporting requirements and associated timelines for submitting quarterly and annual reports and data validation results for the Workforce Investment Act (WIA) title IB programs and title ID National Emergency Grants; the Wagner-Peyser Employment Service; activities authorized under chapter 41 of title 38 United States Code (Local Veterans’ Employment Representative and Disabled Veterans’ Outreach Program); the Trade Adjustment Assistance (TAA) program; the Indian and Native American Program (INAP); and the National Farmworker Jobs Program (NFJP).

To convey the Work Opportunity Tax Credit (WOTC) Fiscal Year (FY) 2018 grant funding allotments and application requirements for the State Workforce Development Agencies, also known as State Workforce Agencies (SWA).
