Information: This year's conference, "One-Stop: Beyond the Vision," sponsored by the Employment and Training Administration (ETA) and hosted by the State of California, will provide an opportunity for workforce development professionals to hear how States and localities are implementing the One-Stop Career Center system, making the vision of One-Stop a reality for workforce development customers. Workshops will examine "best practices" in achieving the One-Stop objectives of universal access, customer choice, integration, and accountability for performance. The conference will update attendees on critical topics such as performance measures development, marketing of One-Stop and the impact of welfare reform. The conference program promises to be a valuable one for all partners in the employment and training system -- from directors to front-line staff. Early conference registration is suggested as attendance will be limited to 1200 participants. We encourage workforce development partners to register together. Four or more partners who register together will receive a group discount. We will reserve five registrations for each State until March 31; beyond that date registration will be on a first-come/first-served basis. Onsite registration will be available ONLY if any space remains. Full details on the registration are included in the attachment. ETA encourages new One-Stop implementation States and those States in the planning and development phase to attend this conference. Workshops of particular value to these States will be marked in the program. Action Required: States are asked to distribute this TEIN with the attached conference flyer and registration form to all people in the State interested in workforce development issues, including: service delivery areas and substate areas; State and local human services agencies (particularly those serving welfare and disabled clients); education partners (school-to-work grantees, community colleges, vocational education programs, etc.); community-based organizations; special-targeted program grantees (i.e., migrant and seasonal farmworkers, Native Americans, and older workers); private sector employers and Private Industry Councils; and labor partners. Interested individuals may duplicate the attached registration form. Under separate cover, brochures announcing the conference will be mailed to the One-Stop lead person in each State. These contacts are asked to distribute the brochures to their workforce development partners throughout the State. We will rely on the One-Stop State leads to "spread the word" about the One-Stop national conference. For your convenience, a list of One-Stop State leads is attached.

Background: The SCSEP sponsors and State employment security agencies (SESAs), along with the American Legion, have traditionally provided the local leadership for celebrating "National Employ the Older Worker Week." The week provides the opportunity to focus on the many positive contributions that SCSEP enrollees have made in the past as well as the ones that they will make in the future. This year President Clinton has, for the second time, signed a proclamation for declaring "National Employ the Older Worker Week" to be March 9 through March 15, 1997, thereby demonstrating the Administration's commitment to the employment of older workers. Attached is a copy of the Proclamation. Under separate cover, you will receive posters prepared by the National Council on the Aging for the Department for National Employ the Older Worker Week. The Department encourages you to use these as you plan your activities to celebrate "National Employ the Older Worker Week." Actions Required: SCSEP sponsors should: a. Distribute copies of the attached Proclamation to their local offices and program sponsors so that it is received prior to March 9; b. Promote efforts to educate employers on the benefits of hiring, retraining and retaining older workers; c. Undertake efforts to recognize the contributions made by older workers; and to facilitate and promote their continued participation in the workforce, perhaps through Job Fairs, Older Worker luncheons, newspaper releases, and radio and TV broadcasts emphasizing the contributions of successful older workers; d. Coordinate with SESAs and their local offices, and with Job Training Partnership Act State liaisons, the Governor's office and other SCSEP sponsors to further foster community efforts to recognize, promote and celebrate older workers in the local communities; and e. Share examples of products developed and successful experiences which may be helpful to others in the future.
