To announce the availability of a Program Topic Locator on the UI COP on WorkforceGPS and provide instructions on how to access the Program Topic Locator.

To provide updated procedural guidance to state workforce agencies (SWA) on the WOTC certification process.  This Change 1 and the materials and forms it discusses supersede the guidance outlined in Training and Employment Guidance Letter (TEGL) No. 16-20, Work Opportunity Tax Credit (WOTC) Procedural Guidance (March 31, 2021). 

To convey the Fiscal Year (FY) 2024 initial funding allotments for WOTC application requirements for State Workforce Agencies (SWA), based on funding appropriated through a continuing resolution through November 17, 2023.

This Unemployment Insurance Program Letter (UIPL) provides clarity around the U.S. Department of Labor’s (Department) use of the terms “access” and “equitable access,” and further describes how program integrity is impacted by efforts to ensure equitable access to the Unemployment Insurance (UI) program. This UIPL informs states of ways that equitable access can be evaluated and enhanced, including through technical assistance and tools from various Department initiatives and state-based partnerships.  

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide information to the public workforce system and other entities that receive federal financial assistance under Title I of the Workforce Innovation and Opportunity Act (WIOA), as well as education and training programs or activities receiving Department of Labor (DOL) financial assistance, regarding the prohibition on discrimination based on actual or perceived religion, shared ancestry, or ethnic characteristics. 

This Training and Employment Guidance Letter (TEGL) conveys to states the Administration’s priorities, State Plan requirements, submission process, and deadline for WIOA Unified and Combined State Plans (State Plans) for PY 2024 through 2027, consistent with WIOA Sections 102 and 103.

To announce the release of updated Employment and Training Administration (ETA) approved posters for the Employment Service (ES) and Employment-Related Law Complaint System (Complaint System), described at 20 CFR 658.410(d), and to provide instructions for State Workforce Agencies (SWAs) to prominently display the posters in each one-stop center (American Job Center) and online. This Training and Employment Notice (TEN) rescinds TEN No. 15-09. 

To publish FY 2023 state-level RESEA outcome payment performance targets for the reemployment and reduced UI duration of RESEA participants and to provide states with a midyear analysis of their performance levels compared against these targets.
