The National Veterans’ Technical Assistance Center HVRP Program Guide

The Program Guide was developed by NVTAC, in partnership with DOL/VETS, with the goal of creating a comprehensive resource to support the successful implementation of HVRP. It is intended as a start-up guide for new programs and staff, a reference document for experienced programs, and a collection of best practices and lessons learned. Therefore, it is a living document that will be expanded and updated over time. The Program Guide is intended to be consistent with all regulations and guidance related to HVRP. However, if any discrepancies exist, the most current policies and guidance take precedence.

VETS Grantee Reporting System 

DOL/VETS uses the VETS Grantee Reporting System for collecting, managing and reporting program data. All VETS HVRP grant recipients must use VGRS to complete their quarterly performance requirements.

GrantSolutions is the official grants management system for DOL supporting the activities and correspondence needs during the lifecycle of a grant – from pre-award planning through application, award, and closeout. GrantSolutions is a single system where grant applicants, grant recipients, and federal staff can perform and monitor the status of their respective grants management activities. GrantSolutions does not provide Payment disbursement processes and does not accept quarterly Federal Financial Reports (FFRs).

Payment Management System 

The Payment Management System (PMS) is a shared service provider designed to process grant payments. PMS provides grant recipients with cash management services, centralized payment services, personal grant accounting support, and Financial Reporting Support.
