"...the Secretary of Labor shall conduct, directly or through grant or contract, such programs as the Secretary determines appropriate to provide job training, counseling, and placement services (including job readiness and literacy and skills training) to expedite the reintegration of homeless veterans into the labor force."

The Homeless Veterans’ Reintegration Program is an employment-focused competitive grant program designed to enable America’s veterans experiencing or at risk of homelessness to obtain high-quality career outcomes. Successful applicants must address the complex employment-related needs and support services integral to assisting veterans experiencing or at risk of homelessness. Whether through direct services or a robust referral system, applicants must outline the tools, resources, and partnerships to identify, recruit, prepare, and support veterans experiencing or at risk of homelessness in preparation for employment success.

Goals of the Grant Program

  1. Deliver career exploration opportunities, placement, and supportive services to veterans experiencing or at risk of homelessness, empowering them to secure employment in stable, high-demand occupations paying wages consistent with the relevant market.
  2. Establish strong partnerships with public, private, and nonprofit organizations to assist veterans in overcoming barriers to employment.
  3. Provide job-driven training targeted at in-demand occupations to enable veterans to become employable or seek a higher employment grade.

HVRP grant recipients accomplish these goals through a variety of core services.

  • Veterans experiencing or at risk of homelessness or participating in a qualifying partner service
  • Homeless women veterans and homeless veterans with children
  • Veterans transitioning from penal institutions and long-term care mental health facilities
