To provide guidance to the states regarding the content of the WIA Annual Report narrative; including strategies for serving veterans, acceptable approaches to fulfilling the customer satisfaction requirements, and the procedures for submission to the Employment and Training Administration (ETA). The Annual Report is due on Tuesday, December 15, 2015.

This guidance provides states with revised allotment levels for WIOA Adult and Dislocated Worker FY 2016 funds, which became available to states in October 2015. This Change 3 to TEGL 29-14 revises the funding available to states on October 2015 to reflect the 0.2108 percent reduction enacted in the short-term Continuing Appropriations Resolution for FY 2016.

To provide guidance and planning information to states, local workforce areas, and other recipients of Workforce Innovation and Opportunity Act (WIOA) Title I youth formula funds on the activities associated with the implementation of WIOA.

To provide the State Workforce Agencies (SWAs) with final funding allotments for the administration of the WOTC program through September 30, 2012.

This guidance updates Training and Employment Guidance Letter (TEGL) No. 41-14, Workforce Innovation and Opportunity Act (WIOA or Opportunity Act) Title I Training Provider Eligibility Transition to extend the transition period for training providers that were determined eligible under the Workforce Investment Act (WIA) title I.

To provide updated procedural guidance to state workforce agencies (SWA) on the WOTC certification process. This Training and Employment Guidance Letter (TEGL) and the materials and forms it discusses supersede the guidance outlined in the Third Edition of Employment and Training Administration (ETA) Handbook No. 408, published in November 2002, and its August 2009 Addendum.

To provide adjusted funding levels for PY 2020 allotments for the DW program under WIOA Title I Section 132(c) on recapture and reallotment.
