To inform the workforce investment system of changes to previous guidance to TEGL 29-14, Change 1. One change corrects the Executive Level II salary cap to $183,300 and is in the Background section on page 2. The second change makes four corrections to Attachment A and is underlined on the Attachment. The remainder of the TEGL remains unchanged.

To assist the State Workforce Agencies designated by the Governor as "cooperating state agencies" (CSAs) in implementing the Trade Adjustment Assistance (TAA) Reauthorization Act of 2015 (TAARA 2015).

To provide State Workforce Agencies or agencies designated by Governors as “Cooperative State Agencies” (CSAs) (also jointly referred to as “states”) with the formula methodology used in developing the FY 2012 initial allocations, and to describe the process for states to use to request TAA program reserve funds for Training, Employment and Case Management Services, Job Search Allowances, and Relocation Allowances, including the State Administration of these benefits.

This Training and Employment Guidance Letter (TEGL) Change 1 clarifies which programs or services must comply with the Selective Service registration requirements of the Workforce Investment Act (WIA) of 1998 § 189(h), codified at 20 CFR 667.250, and the Military Selective Service Act (50 U.S.C. App. 453), codified at 32 CFR Part 1605. This guidance clarifies that programs or services funded or authorized by Title I of WIA, not those funded or authorized solely by the Wagner-Peyser Act, must comply with the Selective Service registration requirements. This clarification replaces and supersedes prior guidance issued.

On October 21, 2011, President Obama signed the Trade Adjustment Assistance Extension Act of 2011 (TAAEA). To implement the TAAEA, this Training and Employment Guidance Letter (TEGL) announces the availability of revised Trade Adjustment Assistance Act (TAA) petition forms that must be used starting January 31, 2012. Downloadable and online petition forms currently in use will be rendered obsolete and may not be used as of that date. The Employment and Training Administration (ETA) will issue further guidance via another TEGL to instruct the State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") to operate the Trade Adjustment Assistance (TAA) program under the Trade Act of 1974, as amended by the TAAEA (the 2011 Amendments).

To provide information and procedural guidance to the State Workforce Agencies (SWAs) for processing requests for certification under the WOTC program after the December 31, 2011, expiration date for non-veteran target groups.

The intent of this guidance is to provide states with revised allotment levels for WIA Adult and Dislocated Worker Fiscal Year 2012 funds which became available to states in October 2011. The original TEGL 9-11 indicated a 1.503 percent temporary rate of operations reduction; Change 1 amends this to a 0.189 percent rescission providing all fifty states and territories with additional funding.

The intent of this Training and Employment Guidance Letter (TEGL) is to provide guidance on the types of work sites that are acceptable for construction training for YouthBuild participants, describe the minimum construction activities allowed for work site training, and clarify the policy around successful exit as it pertains to hands-on occupational training. (This is a WIOA related advisory.)

The purposes of this guidance are: to update Training and Employment Guidance Letter (TEGL) No. 6-09, issued September 15, 2009 by describing the non-substantive changes that have been approved since then; to replace Attachment A: Data Preparation and Reporting Handbook (2009 TAPR Handbook), with TEGL No. 6-09, Change 1, Attachment A: 2012 Data Preparation and Reporting Handbook (2012 TAPR Handbook); and to make available a table of data validation edit checks for the TAPR, as Attachment B to this TEGL.
