Jobs for Veterans’ State Grants (JVSG) Program Reforms and Roles and Responsibilities of American Job Center (AJC) Staff Serving Veterans
 

Purpose

This Training and Employment Guidance Letter (TEGL) transmits Veterans Program Letter (VPL) 05-24, Jobs for Veterans State Grants Staff Roles and Responsibilities, and Coordination with Workforce Innovation and Opportunity Act Services to Veterans, jointly developed by the Employment and Training Administration (ETA) and Veterans’ Employment and Training Service (VETS). VPL 05-24 clarifies JVSG statutory duties, roles, and responsibilities such staff are expected to perform and discusses relationship between JVSG and other programs within the workforce system. Additionally, the guidance is designed to update state workforce professionals about AJC staff roles with JVSG. It emphasizes statutory duties and describes staffing flexibilities available to states to meet their JVSG responsibilities while maximizing the integration of services and collaboration of partners in the AJCs.

This guidance updates Training and Employment Guidance Letter (TEGL) 10-16, Change 2, published September 15, 2022, and developed jointly by the U.S. Departments of Labor (DOL) and Education (ED) (the Departments). Within ED, the Office of Career, Technical, and Adult Education (OCTAE) will update Program Memorandum (PM) 17-2 and the Rehabilitation Services Administration (RSA) will update Technical Assistance Circular (TAC) 17-01 to be consistent with the changes reflected herein.

Purpose

To provide SCSEP state, territory, and national grantees with PY 2024 SCSEP allotments and the application instructions for PY 2024 grant submissions. This Training and Employment Guidance Letter (TEGL) provides current SCSEP national grantees with allotments and application instructions for the first four months of PY 2024. The TEGL provides only partial-year funding for national grantees because PY 2024 is a competition year, and these funds will cover the transition period leading up to the competition effective date. Additionally, the TEGL provides information on the transition to grants that will be awarded under the funding opportunity announcement (FOA) Senior Community Service Employment Program (SCSEP)National Grants Competition for Program Year 2024 (FOA-ETA-24-11).
