About the Study
In 2024, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration to fund Mathematica and its partners, American Institutes for Research and MEF Associates, to conduct the Evaluation of Workforce Innovation and Opportunity Act (WIOA) Career Services' Customer Impact. The impact and implementation studies of the evaluation aim to provide critical information to DOL, state workforce agencies, and other stakeholders about how the career services are implemented across the Employment Service and the Adult and Dislocated Workers programs, how those services are integrated and implemented across the nation and the effectiveness of these services on participant outcomes.
The Wagner-Peyser Act of 1933, amended by the WIOA of 2014, established a nationwide system of public employment offices, known as the Employment Service (ES). The Adult and Dislocated Worker programs, first authorized under the Workforce Investment Act of 1998 and reauthorized in 2014 under the WIOA, provide employment and training services to eligible job seekers. The Wagner-Peyser program and the Adult and Dislocated Worker program are two of six core programs under the WIOA American Job Center (AJC) network.
This Department of Labor-funded study was a result of the annual process to determine the Department’s research priorities for the upcoming year. It contributes to the labor evidence-base to inform employment and training programs and policies and addresses Departmental strategic goals and priorities.
