PurposeThe American Recovery and Reinvestment Act of 2009 (Recovery Act) amended the Trade Act of 1974 (Trade Act) to increase the maximum annual amount of TAA funds that may be spent on training. The Department will use some of the funds appropriated for TAA in FY 2009 under the Consolidated Omnibus Appropriations Act, 2009 (P.L. No. 111-8) (Omnibus Appropriations) for a supplemental distribution to the states, and will also hold funds in reserve. This program letter explains the formula methodology used in distributing this supplemental distribution and describes the process for states to request additional TAA program reserve funds for training.

Workforce Investment Act and Wagner-Peyser Act Performance Accountability Reporting for the American Recovery and Reinvestment Act of 2009
PurposeThis purpose of this guidance is twofold. First, it provides guidelines for reporting performance accountability information for programs receiving additional funds under the American Recovery and Reinvestment Act of 2009 (Recovery Act). These programs include the Workforce Investment Act (WIA) Adult and Dislocated Worker programs, the WIA Youth program, including summer youth employment, National Emergency Grants, and the Wagner-Peyser Act Employment Service, including the Reemployment Services grants.
Guidance on performance accountability will be issued separately for the following programs receiving resources under the Recovery Act: the Senior Community Service and Employment Program (SCSEP); YouthBuild; Indian and Native American Youth grants; Competitive Grants in High Growth and Emerging Industry Sectors; and Trade Adjustment Assistance.
Second, this guidance also announces changes to the reporting requirements for the Workforce Investment Act Standardized Record Data (WIASRD), which is submitted by states on all individuals served with WIA funds who exit program or One-Stop system services.

American Recovery and Reinvestment Act of 2009 Competitive Grants for Green Job Training
PurposeThe American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009. The Recovery Act is intended to preserve and create jobs, promote the nation's economic recovery, and assist those most impacted by the recession. Among other funding directed toward the Department of Labor (DOL), the Recovery Act provides $750 million for a program of competitive grants for worker training and placement in high growth and emerging industries. Of the $750 million allotted for competitive grants, the Recovery Act designates $500 million for projects that prepare workers for careers in the energy efficiency and renewable energy sectors described in Section 171(e)(1)(B) of the Workforce Investment Act of 1998 (WIA), as amended to incorporate the Green Jobs Act of 2007. This notice describes the Employment and Training Administration's (ETA) initial plans for awarding these "green job training" funds under the Recovery Act so that interested organizations can begin to plan for the application process and can strengthen or build partnerships to be successful applicants.
