This Training and Employment Notice (TEN) is intended to assist the public workforce and education systems—including State Workforce Agencies (SWAs), Local Workforce Development Boards (LWDBs), Career and Technical Education (CTE) directors, employers, and post-secondary education and training providers—in understanding the importance of high-quality industry-recognized credentials.

To clarify how states may use Workforce Innovation and Opportunity Act (WIOA) statewide funding (commonly referred to as “Governor’s Reserve” funding) and encourage states to expend available funding to advance critical workforce development priorities.

To provide program guidance for the development, management, and delivery of workforce and labor market information (WLMI) funded through the Workforce and Labor Market Information Grants to States (WIGS).

Consistent with Joint Workforce Innovation and Opportunity Act (WIOA) Final Rule requirements, the U.S. Departments of Labor and Education (the Departments) have determined it is appropriate and reasonable in Program Year (PY) 2025 for the:

• U.S. Department of Labor (DOL) to assess performance for five performance indicators under WIOA Title I core programs and three performance indicators under the Employment Service (referred to as “WIOA Title III”) core program;
• U.S. Department of Education (ED) to assess performance for five performance indicators under the Vocational Rehabilitation (“WIOA Title IV”) core program;
• U.S. Department of Education (ED) to assess performance for four performance indicators under the Adult Education and Family Literacy Act (“WIOA Title II”) core program; and 
• Departments to delay assessing performance for the purpose of imposing sanctions for one performance indicator in the WIOA Title II core program to provide for the orderly transition from the requirements of the Workforce Investment Act of 1998 (WIA) to those of WIOA, as permitted under section 503(a) of WIOA.

The Departments’ determinations, as will be described more fully herein, are consistent with the phased-in approach to performance assessments described in Training and Employment Guidance Letter (TEGL) No. 11-19, Change 2 issued on January 6, 2025.

The purpose of this Training and Employment Notice (TEN) is to announce the publication of the Wagner-Peyser Act Employment Service Staffing Final Rule, which makes changes to the regulations regarding the Wagner-Peyser Act Employment Service (ES). Additionally, this TEN provides information to states seeking to implement the flexibility provided in the Final Rule as part of their Workforce Innovation and Opportunity Act (WIOA) Unified or Combined State Plan.

To announce the availability of approximately $40 million for a second round of the Industry-Driven Skills Training Fund (“Training Fund”) grants, with at least $5 million of the total available funding to be awarded to support training in the shipbuilding industry. This second round of Training Fund grants is largely the same as the first round from the original Training and Employment Guidance Letter (TEGL) 02-25, but this TEGL 02-25 Change 1 contains several revisions that apply to the second round of applications. All the information applicable to the second round of Training Fund grants is contained in the Attachments to this TEGL 02-25 Change 1.
 

The purpose of this Training and Employment Notice (TEN) is to provide states with information on the logistics details for the 2026 Benefit Accuracy Measurement (BAM) Paid Claims Peer Review, which will be conducted August 24, 2026, through August 28, 2026, in Fort Worth, TX.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly Disaster Unemployment Assistance (DUA) amounts for all major disasters declared from July 1 – September 30, 2026 (fourth quarter of Fiscal Year(FY) 2026).  

To announce the availability of approximately $50 million for Reskill DWGs, with award amounts ranging from $2,000,000 to $8,000,000. This grant opportunity emphasizes dual objectives: 1) support innovative models for the rapid reskilling and reemployment of dislocated workers and 2) fill critical talent gaps in domestic manufacturing, aerospace, energy production, construction, and other occupations necessary for the reindustrialization agenda of the Trump Administration. These grants support Executive Order 14278, Preparing Americans for High-Paying Skilled Trade Jobs of the Future, and America’s AI Action Plan. 

To announce the availability of funding for travel costs associated with state Unemployment Insurance (UI) appellate staff attending the 2026 UI Appellate Professionals Training Conference scheduled to take place from June 8–12, 2026, in Spokane, Washington.

This Change 1 updates TEGL No. 01-25 to provide instructions for states to request Fiscal Year (FY) 2026 Trade Adjustment Assistance (TAA) Program funds. Except for the revisions described in this Change 1, all processes, requirements, and criteria outlined in TEGL No. 01-25 remain unchanged and apply to FY 2026 funding. This guidance does not rescind or cancel TEGL No. 01-25. 

To announce the renewal of the Unemployment Insurance (UI) Benefit Accuracy Measurement (BAM) information collection with updated burden levels.

To provide states, territories, and outlying areas with guidance for submission of modification of the four-year Senior Community Service Employment Program (SCSEP) Stand-Alone State Plans, including the submission process and deadline for submission. Note that, while this guidance generally aligns with the Workforce Innovation and Opportunity Act (WIOA) guidance, this TEGL pertains only to states that are submitting a SCSEP Stand-Alone State Plan modification for Program Years (PYs) 2026–2027. States that are including SCSEP as part of a modification of the Combined State Plan for 2026–2027 must refer to Training and Employment Guidance Letter (TEGL) No. 07-25 that the Employment and Training Administration (ETA) issued on January 26, 2026, for instructions on submission of Combined State Plans modifications.

This Training and Employment Guidance Letter (TEGL) provides Senior Community Service Employment Program (SCSEP) state, territorial, and national grantees with Program Year (PY) 2026 SCSEP allotments and the application instructions for PY 2026 grant submissions.

To provide instructions to National Farmworker Jobs Program (NFJP) Career Services and Training grantees and Housing Services grantees for the submission of required documents for Program Year (PY) 2026 allotments and performance negotiations.  Additionally, Attachment V of this guidance includes application instructions for grantees that wish to apply for additional PY 2026 NFJP Youth Services Grants.  

This guidance: 1) clarifies the allowable uses of formula and competitive grant funds authorized by the Workforce Innovation and Opportunity Act (WIOA), including the Adult Education and Family Literacy Act (AEFLA), and the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) for outreach activities; 2) provides examples of how grantees can use grant funds to effectively conduct outreach; and 3) directs the workforce system to expand its reach to more workers who can benefit from employment and training services and to better meet the needs of businesses.
