To notify State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") that beginning June 30, 2011, the Department of Labor (Department) will no longer accept ETA Form 9042 (Rev. 4/09) and its Spanish translation, ETA Form 9042A (Rev. 4/09). Effective July 1, 2011, these forms will not be accepted as valid forms for use in filing for Trade Adjustment Assistance (TAA) and Alternative Trade Adjustment Assistance (ATAA).

The conference and training will be held in San Antonio, Texas, from March 20 to March 23, 2011.

Training and Employment Guidance Letter (TEGL) No. 16-10, Change 2, instructs the State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") to operate the Trade Adjustment Assistance (TAA) program under the 2002 Amendments, starting February 15, 2011. This guidance requests that states provide updated petition forms starting on that same date, February 15, 2011. Downloadable (paper) and online petition forms that are currently in use will be rendered obsolete as of that date because they do not allow petitioners to request Alternative Trade Adjustment Assistance (ATAA).

Training and Employment Guidance Letter (TEGL) No. 16-10, Change 2, instructs the State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") to operate the Trade Adjustment Assistance program (TAA) after February 12, 2011 under the provisions of the Trade Act in effect before the TGAAA.

This Change 1 replaces and makes corrections to the previously issued Training and Employment Notice 22-10 to inform workforce system agencies and practitioners about Free File and other resources available to assist individuals in preparing and filing Federal and state income tax returns for tax year 2010.
