This guidance provides SCSEP grant applicants with application instructions, procedures, and allotments for Program Year (PY) 2011 funds, with a period of performance beginning July 1, 2011.

To provide states with notice that TAA data element validation is not required for FY 2010.

To announce the release and availability of seven ETA Occasional Papers prepared by doctoral and post-doctoral students with competitively awarded funding as part of the ETA Research Papers Program.

To announce the release and availability of the ETA Occasional Paper, Evaluation of the Technology-Based Learning Grants Interim Report, prepared by Social Policy Research (SPR) Associates.

This Training and Employment Guidance Letter has two purposes: A. To provide states and local areas with an overview of the Fiscal Year (FY) 2011 appropriations (P.L. 112-10) for the following DOL-managed employment and training services: WIA Adult, Dislocated Worker, and Youth formula funds, Employment Service Grants to States, the Workforce Innovation Fund, Dislocated Worker National Reserve funds, YouthBuild, the Indian and Native American Program, the Migrant and Seasonal Farmworker Program, the Career Pathways Innovation Fund, the Green Jobs Innovation Fund, the Reintegration of Ex-Offenders, and the Community Service Employment for Older Americans (CSEOA) program, also known as the Senior Community Service Employment Program (SCSEP). B. To provide guidance on and the amount of FY 2011 Adult and Dislocated Worker Program formula funds for PY 2010 to be rescinded for each state as required by Public Law (P.L.) 112-10, Full-Year Continuing Appropriations Act, 2011.

To announce the release and availability of ETA Occasional Paper:  Early Implementation of the American Recovery and Reinvestment Act: Workforce Development and Unemployment Insurance Provisions.

To advise states that the ETA 205 report, “Preliminary Estimates of Average Employer Contribution Rates,” will be discontinued and the information from the report will be merged into the ETA 204 report, “Experience Rating Report.”

To announce the release and availability of ETA Occasional Paper titled Analysis of Associations between Contemporaneous Job Corps Performance Measures and Impact Estimates from the National Job Corps Study.

To provide planning guidelines and instructions to Indian and Native American grantees for the development of a One-Year Comprehensive Services Program (CSP) plan and Supplemental Youth Services Program (SYSP) plan for PY 2011, consistent with the purposes described in WIA Section 166.

To announce the release and availability of an ETA Occasional Paper titled Workforce System One-Stop Services for Public Assistance and Other Low income Populations: Lessons Learned in Selected States.

To announce the release and availability of an ETA Occasional Paper:  An Evaluation of the Priority of Service Provision of the Jobs for Veterans Act by the Workforce Investment System in Providing Services to Veterans and Other Covered Services.

To provide State Workforce Agencies (SWAs) with guidelines and key dates for the completion of CY 2010 UI BAM paid and denied claims sample cases and the publication of CY 2010 BAM data.

To inform the State Workforce Agencies (SWAs) of the end date of the legislative authority for the two WOTC temporary groups created by the Recovery Act, and provide guidance on procedural activities beyond December 31, 2010.

To provide information on revised procedures for the submission and review of National Emergency Grant (NEG) applications. These revised procedures are effective immediately.

To inform the public workforce system about the career transition pilot demonstration project available for veterans, ages 20-24, at select Job Corps centers and to encourage eligible veterans to access training opportunities at these sites. In the one-year demonstration project sponsored by the Employment and Training Administration (ETA), Office of Job Corps (OJC); and the Veterans’ Employment and Training Service (VETS), veterans receive training with an opportunity to earn a credential or certificate. Project participants receive a stipend, housing, meals, assistance with employment and post-employment support. This project is an important resource for veterans transitioning from military service, who may have barriers to employment such as being at risk of homelessness, or lacking postsecondary credentials, and other young veterans who need additional education and training.

To publicize the release of a new electronic tool (E-Tool), My Next Move, an easy-to-use Web-based resource that offers comprehensive career information and links to job resources across the country.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the third quarter of Fiscal Year (FY) 2011.

To announce the release of updates made to the CareerOneStop suite of tools, including the mySkills myFuture transferability of skills job seeker assistance tool and the Worker ReEmployment portal.

To assist states in their annual budget planning in the absence of a Fiscal Year (FY) 2011 budget, this Training and Employment Notice (TEN) provides states and outlying areas with advanced notification of the potential impacts that changes in demographic and employment data factors may have on allotment formulas for the WIA Title I Adult, Dislocated Worker and Youth Activities Programs; Wagner-Peyser Employment Service (ES) Program; and the Workforce Information Grants to States. The notice provides prior Program Year (PY) 2009 allotment levels, current year levels (PY 2010), and an illustrative PY 2011 scenario based on PY 2010 funding (see tables in attachment).
