To advise states of the statutory amendments related to UC program integrity included in the TAAEA (Public Law (Pub. L.) 112-40), enacted on October 21, 2011.

To transmit a revision of the State UI DV Operations Guide (ET Operations Guide 411).

To announce an exciting new tool for the UI system that allows for knowledge sharing, dissemination of successful practices, program improvements, reemployment and integrity-related initiatives as well as networking through use of a flexible technology platform. The UI COP Web site is an online resource that states and the U.S. Department of Labor (Department) jointly own to highlight and showcase UI program initiatives that promote exemplary UI program operations and enhanced program performance.

To announce the availability of an updated Workforce Investment Act/Wagner-Peyser Act (WIA/W-P) waiver database and an optional submission template that may be used by states to request waivers.

This Training and Employment Guidance Letter (TEGL) provides information on the Selective Service registration requirements for Workforce Investment Act-funded services established by the Workforce Investment Act (WIA) § 189(h), codified at 20 CFR 667.250, and the Military Selective Service Act (50 U.S.C. App. 453), codified at 32 CFR Part 1605.

To assist State Workforce Agencies or agencies designated by Governors as “Cooperative State Agencies” (CSAs) (also jointly referred to as “states”) implement the provisions of the TAAEA enacted on October 21, 2011. The TAAEA amends the Trade Adjustment Assistance (TAA) program (2011 Amendments), restoring (with some exceptions) the expanded certification criteria and benefits and services provided under the Trade and Globalization Adjustment Act of 2009 (2009 Amendments).

To inform the public workforce system about the availability of AT resources for customers with disabilities.

The purpose of this Training and Employment Notice (TEN) is to provide information on the new “Gold Card” initiative of the U.S. Department of Labor (DOL) for Post-9/11 Era Veterans.

The purpose of this notice is twofold:
1) To introduce ETA’s Competency Model for Health – Electronic Health Records (EHR), a resource for training and upgrading the skills of the health industry workforce impacted by the implementation of EHR; and
2) To provide a Resource Guide for Health Information Technology, a tool for supporting the workforce requirements anticipated during the widespread adoption of electronic health records.

To advise states that on October 31, 2011, the current Withdrawal/Invalid Claim (WIC) application will be discontinued and a new “enhanced” WIC application, called WIC2, will be implemented on November 1, 2011.

Per recent Congressional action, this Training and Employment Guidance Letter (TEGL) has two purposes:
a) To provide states with revised allotment levels for the WIA Adult and Dislocated Worker Fiscal Year 2012 “advance” funds which become available to states in October 2011. The revised levels are based on the 1.503 temporary rate of operations reduction included in the short-term Continuing Appropriations Acts of 2012.
b) To clarify that the Governors’ Reserve is set at five percent for all Performance Year 2011 WIA funds.

To provide information to all U.S. Department of Labor (DOL) funded YouthBuild programs about required documentation for participant eligibility and for validating performance outcomes.

To announce the availability of the Translating LMI into Service Delivery e-Learning training series, in order to encourage increased use of LMI, workforce information, and economic analyses to improve workforce development decision-making.

This Training and Employment Guidance Letter (TEGL) informs states of the Department of Labor’s (Department) interpretation of the Trade Act, applicable to workers without regard to whether they were covered by certifications issued under the 2002 Amendments or the 2009 Amendments or any future law governing the TAA program, allowing equitable tolling of the statutory and regulatory TAA deadlines for: 1) enrolling in training as a condition of eligibility for Trade Readjustment Allowances (TRA) under section 231(a)(5)(A) of the Trade Act; 2) making a bona fide application to a training program as a condition of eligibility for Additional TRA under section 233(b); and 3) applying for job search allowances under section 237(a)(2)(C) and relocation allowances under section 238(a)(2)(E) and (c) of the Trade Act. In this context, this TEGL emphasizes to State Workforce Agencies or agencies designated by Governors as “Cooperative State Agencies” (CSAs) (also jointly referred to as “states”) the critical importance of their responsibility to notify adversely affected workers that they are covered under a TAA certification and to supply them with TAA benefit information that explains these deadlines.

To announce the release and availability of Comparison of State Unemployment Insurance Laws 2011

The Department of Labor (Department) is clarifying the amount of grant funding available for the second round of grants that will be awarded under the H-1B Technical Skills Training Grants competition and encouraging applicants to apply by November 17, 2011.

To provide information on the definition and implementation of the UI Performs Core Measure for UI Integrity.

To provide guidance to the states regarding the content of the WIA Annual Report narrative, provide strategies for business engagement (as referenced in section 4, part c), and address the procedures for submission of the report to the Employment and Training Administration (ETA). The Annual Report is due on Monday, October 3, 2011.

To advise states about President Obama’s Hardest Hit Fund and advise states to consider ways that unemployed workers facing severe financial hardship can be informed of the program, specifically through One-Stop Career Centers, state websites, and other methods as identified by the individual state.

To announce the launch of the "Improper Payment High Priority States" initiative to reduce the unacceptably high levels of improper UI payments in those states.
