To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") in administering the TAA program by identifying the FY 2015 Second Distribution amounts to states and describing the formula methodology the Department of Labor (Department or We) used to calculate these amounts; and to describe the process for states to request TAA program reserve funds for training, employment and case management services, job search allowances, relocation allowances, and related state administration.

To provide policy and program guidance for the development, management, and delivery of workforce and labor market information (WLMI) funded through WIGS.

To notify State Workforce Agencies of the availability of Fiscal Year (FY) 2015 funds for activities that support the prevention and detection of UI improper benefit payments, improve state performance, and address outdated Information Technology (IT) system infrastructures.

To provide guidance and instructions on the transition of participants, funds, performance reports, grants, and subrecipient contracts under title I of the Workforce Investment Act of 1998 (WIA) and under the Wagner-Peyser Act to the Workforce Innovation and Opportunity Act (WIOA or the Act).

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of Fiscal Year (FY) 2015.

To announce the release and availability of a report, "Services for Youth with Disabilities Provided under Title I of the Workforce Investment Act: Results from a Survey of Local Workforce Investment Boards;" and to provide information on recommended strategies and resources for increasing effective service delivery for youth with disabilities.

To provide Workforce Innovation and Opportunity Act (WIOA) Section 166 INA grantees with (1) the requirements for Program Year (PY) 2015 adult and youth funding allocations; (2) performance measures and recommended levels of performance for PY 2015; (3) guidance on the period of performance for current grants and the close out of previous grant awards; and (4) an extension to the current grantee strategic plan through PY 2017 (6/30/2018).

To provide guidance and planning information to NFJP grantees on the activities associated with the implementation of the Workforce Innovation and Opportunity Act (WIOA).

To provide States and outlying areas with revised WIA Adult and Dislocated Worker PY 2014 program allotments, which became available to states in October 2014. The Change 1 to TEGL 18-13 revised the funding available to states on October 2014 to reflect the 0.0554 percent reduction enacted in the short-term Continuing Appropriations Resolution for FY 2015. This change 2 to TEGL 18-13 rescinds the 0.0554 percent reduction and fully restores appropriated original funding.

This guidance updates Training and Employment Guidance Letter (TEGL) No. 27-14, Workforce Innovation and Opportunity Act Transition Authority for Immediate Implementation of Governance Provisions, to specify that Concentrated Employment Programs (CEPs) are eligible to request initial and subsequent designation as local areas under WIOA. Additionally, this guidance corrects a typographical error concerning new requests for local area designation.

To announce the availability of up to $20 million in National Dislocated Worker Grants (DWGs) from funds available in Program Years 15, 16, and 17, as part of the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. POWER DWG awards will range from $500,000 to $2 million and will support the planning and implementation of workforce strategies for regions and communities that are negatively impacted by changes in the coal economy.

The purpose of this Training and Employment Guidance letter (TEGL) is to allot PY 2014 Dislocated Worker National Reserve funds to states, Outlying Areas, and WIA Section 166 Indian and Native American grantees specifically for WIOA implementation activities including training of front-line staff, convening boards and supporting planning, transitioning to serving out-of-school youth, and assessing and improving state information technology (IT) systems.

To provide guidance for the funding and management of FY 2015 annual grant allocations in order to perform FLC program activities.

This guidance letter provides the procedures states should follow to apply for WIA Section 503 Incentive Grants and reminds states of the authorized use of these grant funds.

To rescind TEGL 29-14 and replace it with TEGL 29-14, Change 1. Change 1 corrects the due date for each of the SF-424 from April 18 to May 12, 2015 for the WIOA funding streams for the Youth, Adult, and Dislocated Worker programs listed in section 9, Submission. The remainder of the TEGL remains unchanged.

The purpose of this notice is to inform state and local workforce system leaders and other stakeholders comprising the nation's employment and training system and One Stop Centers of the Employment and Training Administration's (ETA) plans to issue operating guidance on the implementation of WIOA and to continue to provide technical assistance.

To announce the availability of up to $150 million for Sector Partnership National Emergency Grants (SP NEGs).

To announce the release and availability of the Comparison of State Unemployment Insurance Laws 2015.

To inform states of the guidelines for the negotiations process of WIA Title IB program performance and performance levels for Wagner-Peyser Act funded activities for PY 2015. Once performance goals are agreed upon by the state and the Employment and Training Administration (ETA), they will be incorporated into the state's Strategic Plan. ETA intends to extend current PY 2014 goals into PY 2015; this guidance is provided for any state that decides to negotiate revised goals for PY 2015.

To provide States and outlying areas with WIOA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2015; final allotments for PY 2015 for the Wagner-Peyser ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the Workforce Information Grants to States allotments for PY 2015.
