To provide WIOA Section 166 Indian and Native American (INA) Program grantees with Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP) funding allotments for Program Year (PY) 2025.

To announce the availability of new DNP data sources and services that are now accessible to state UI agencies through the IDH, and to provide information on a webinar, scheduled to occur on June 11, 2025, at 3:00 p.m. Eastern Time (ET), for states to learn more about accessing and using these important new DNP data sources and services.

To provide information to states and outlying areas on Workforce Innovation and Opportunity Act (WIOA) Title I Adult, Dislocated Worker, and Youth Activities program allotments for Program Year (PY) 2025; PY 2025 allotments for the Wagner-Peyser Act Employment Service (ES) Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to states for PY 2025.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared from July 1 – September 30, 2025 (fourth quarter of Fiscal Year (FY) 2025.
 

To encourage state and local Workforce Innovation and Opportunity Act (WIOA) title I grantees to leverage waivers that may increase labor force participation and enhance worker productivity in response to the Presidential Memorandum of January 20, 2025, titled, “Delivering Emergency Price Relief for American Families and Defeating the Cost-of-Living Crisis.”

To rescind Training and Employment Guidance Letter (TEGL) No. 08-21.

To rescind Training and Employment Guidance Letter (TEGL) No. 10-23.

To convey additional Fiscal Year (FY) 2025 Work Opportunity Tax Credit (WOTC) funding allotments and application requirements for State Workforce Agencies (SWA), based on funding appropriated through a second continuing resolution (CR#2) through March 14, 2025. The rest of Training and Employment Guidance Letter (TEGL) No. 08-24 remains the same.

To provide information regarding the 2025 UI SIDES Seminar to be hosted by the National Association of State Workforce Agencies (NASWA) on April 22-24, 2025, in Salt Lake City, UT.

To announce RESEA outcome payments for FY 2024, as required by Section306(f)(2) of the Social Security Act (SSA).

To change the status of TEN No. 21-24 from active to cancelled.

To announce the rate of interest that the U.S. Department of the Treasury (Treasury) will charge on Title XII advances during CY 2025.

To notify all Employment and Training Administration (ETA) recipients about changes ETA is making to federal financial assistance awards to prohibit activities described in President Trump’s Executive Orders (EOs) titled, “Ending Radical and Wasteful Government DEI Programs and Preferencing,” issued on January 20, 2025, and “Ending Illegal Discrimination and Restoring Merit-Based Opportunity,” issued on January 21, 2025.

To provide a checklist of all currently active ETA Training and Employment Guidance Letters (TEGLs) and all currently active Unemployment Compensation Program Letters (UCPLs)/Unemployment Insurance Program Letters (UIPLs) as well as a checklist of all ETA TEGLS and all ETA UCPLs/UIPLs rescinded/cancelled since the previously issued checklists.

To provide guidance to states and other Employment and Training Administration (ETA) federal assistance award recipients and subrecipients on the limitation on salary and bonus payments that can be made using funds appropriated to ETA.

To help state workforce agencies (SWA) and their partners develop a comprehensive, adaptable and strategic disaster preparedness and response planning process that can be quickly implemented by staff and partners who are well-trained, well-aligned, and fully supported, ETA is publishing The Disaster Lifecycle from Preparedness through Resiliency: A Guide for State Workforce Agencies (the Guide).

To clarify program eligibility for the National Farmworker Jobs Program (NFJP) authorized under Section 167 of the Workforce Innovation and Opportunity Act (WIOA).

To inform states that applications for additional scenarios for blanket waivers of recoveries of established overpayments under Unemployment Insurance Program Letter (UIPL) No. 20-21, Change 1, will no longer be accepted as of the publication date of this UIPL.

To update Training and Employment Notice (TEN) No. 27-23, Change 1 regarding states’ implementation of the Final Rule, Improving Protections for Workers in Temporary Agricultural Employment in the United States, 89 FR 33898 (Apr. 29, 2024) (Farmworker Protection Rule), in light of recent Federal District Court Orders.
