To provide information to State Workforce Agencies (SWAs) about the application of sequestration in Fiscal Year (FY) 2018, how the U.S. Department of Labor (Department) will apply sequestration to mandatory Unemployment Insurance (UI) programs and on delayed benefit payments from prior fiscal years, and the resulting administrative costs.

To transmit to States and outlying areas estimated funding levels for WIOA Title I Youth, Adult, and Dislocated Worker program allotments for PY 2018.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the third quarter of Fiscal Year (FY) 2018.

To announce the availability of up to $21 million for National Health Emergency (NHE) demonstration grant projects for Program Year 2017. These grants will enable eligible applicants to serve or retrain workers in communities impacted by the health and economic effects of widespread opioid use, addiction, and overdose.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide Senior Community Service Employment Program (SCSEP) states, territories, and outlying areas with guidance for submission of two-year modifications to SCSEP Stand-Alone State Plans, including the submission process and deadline for submission. Note that this guidance pertains only to states that submitted a SCSEP Stand-Alone State Plan for Program Years (PY) 2016-2019. States that included SCSEP as part of a Unified or Combined State Plan for PY 2016-2019 must refer to TEGL 06-17, "Modification Requirements for Workforce Innovation and Opportunity Act (WIOA) Unified and Combined State Plans" for instructions.

To announce the 2018 National Association of State Workforce Agencies (NASWA) Unemployment Insurance (UI) Integrity and State Information Data Exchange System (SIDES) Symposium, being held on April 11-12, 2018, in Houston, Texas.

To announce the 2018 Unemployment Insurance (UI) Interstate Benefits and Federal Programs (IBFP) Training scheduled to be held March 26-28, 2018, in Savannah, Georgia, and encourage state administrators to send their Interstate/Federal Program Coordinators and Interstate Connection (ICON) programmer(s) to the training.

This Training and Employment Guidance Letter (TEGL) 25-15, Change 2 makes a technical correction to the eligibility determination instructions for the Qualified Long-term Recipient (LTUR) target group by replacing the text "the date the job applicant signed the IRS Form 8850" with "the day before the job applicant started the job (employment start date minus one day), or, if earlier, the date the job applicant provided the information on the IRS Form 8850" in Section 6 a. and Section 12. Additionally, this guidance removes the text, "revised May 2016," for the Work Opportunity Tax Credit (WOTC) Forms in Section 10 and Section 13. Shortly after the Employment and Training Administration (ETA) issued TEGL 25-15, Change 1, the Office of Management and Budget (OMB) under the Paperwork Reduction Act (PRA) approved the WOTC Forms through January 31, 2020 as noted in Section 11. Lastly, this guidance updates Section 15 to reflect the technical correction for the eligibility determinations instructions for LTUR target group and provide instructions for reprocessing LTUR applications.

To inform States of the guidelines for the negotiation process for the WIOA title I programs (Adult, Dislocated Worker, and Youth) and the Wagner-Peyser Act Employment Service program, as amended by title III of WIOA, for PY 2018 and PY 2019. Once negotiated levels are agreed upon by each State and the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), they will be incorporated into the State Unified or Combined Plan. This guidance also provides information on the negotiations process for the Adult Education and Family Literacy Act programs under title II of WIOA and the Vocational Rehabilitation program as amended by title IV of WIOA for PY 2018 and PY 2019.

To provide information and procedural guidance to State Workforce Development Agencies, also called State Workforce Agencies (SWA), on the Social Security Administration's (SSA) Ticket Program Manager's (TPM) business process to verify payment status for Supplemental Security Income (SSI) Recipients. Additionally, this Training and Employment Guidance Letter (TEGL) provides guidance on reducing the national SSI backlog and redetermining SSI certification requests that were previously denied because the SWA could not verify the SSI payment status for the job applicant listed on the Internal Revenue Service (IRS) Form 8850.

To provide ETA funding recipients and stakeholders with information about how a temporary suspension of the Federal government impacts the execution of ETA-funded programs and services.

The U.S. Department of Labor (DOL) requires the reporting of performance data, in accordance with Workforce Investment Act of 1998 (WIA) performance accountability provisions, for individuals served and exited prior to July 1, 2016, who were not previously reported for Program Year (PY) 2015.
