To remind state workforce agencies (SWAs) that Federal law requires all states to participate in the Internal Revenue Service (IRS) Treasury Offset Program (TOP) to recover delinquent unemployment compensation (UC) debts for benefit overpayments due to fraud, benefit overpayments due to a claimant’s failure to report earnings, and delinquent UC taxes.

To provide INA grantees with Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP) funding allotments for PY 2018 for the Workforce Innovation and Opportunity Act (WIOA), Section 166 programs, and to notify grantees of the required revisions to their Standard Form (SF) 424 – Application for Federal Assistance, SF 424A – Budget Information (Non-Construction Programs), and Budget Narrative. This TEGL also provides guidance on high carry-in of funding at the end of PY 2018.

To remind state workforce agencies of the revised requirements in Regulation E for government programs that issue prepaid debit cards as a mechanism for paying non-needs tested benefits and for the financial institutions that provide the prepaid debit cards; and to announce that the Bureau of Consumer Financial Protection (Bureau) has extended the deadline for implementation of these requirements.

To announce the availability of DUA training for DUA Coordinators and other staff responsible for accepting and adjudicating DUA claims and hearing DUA appeals.

To provide guidance to WIOA state grantees regarding the content of the WIOA Annual Statewide Performance Report Narrative for titles I and III and the procedures for submission to the Employment and Training Administration (ETA). The report is due annually on December 1, or the first business day thereafter should that date fall on a weekend. The PY 2017 report is due December 3, 2018.

This guidance provides states with revised allotment levels for WIOA Adult and DW FY 2019 funds, which became available to states in October 2018. This Change 1 to Training and Employment Guidance Letter (TEGL) 16-17 restores the set-aside for evaluations to the funding available to states in October 2018.

To provide guidance to state workforce agencies related to administration of the UCX program regarding continuous active duty in a reserve status when military reservists have consecutive deployments.

This Training and Employment Guidance Letter (TEGL) corrects the expenditure timeframe to allow state workforce agencies (SWA) to use the Fiscal Year (FY) 2018 funding allocations for Work Opportunity Tax Credit (WOTC) activities through December 31, 2019.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the first quarter of Fiscal Year (FY) 2019.

To describe how the Employment and Training Administration (ETA) interprets the statutory and regulatory requirements of the National Dislocated Worker Grant Program's disaster grants (Disaster Recovery DWGs) as they apply to the unique challenges of the opioid crisis. Under this guidance, eligible applicants can obtain Disaster Recovery DWGs to create disaster-relief employment as well as to provide employment and training activities, including supportive services, to address economic and workforce impacts related to widespread opioid use, addiction, and overdose.

To announce the availability of UI appeals training for Hearing Officers and other UI staff responsible for conducting, reviewing, and evaluating hearings on unemployment insurance matters.

To provide guidance to states on performance reporting on ETPs. Under WIOA, all states must collect and report performance information on all individuals and WIOA title I core program participants (of Adult, Dislocated Worker, and Youth programs) served by each program of study on the state list of Eligible Training Providers (ETP list). The requirements for ETP reporting can be found at WIOA section 116(d)(4) and 116(d)(6)(B) and in the WIOA Joint and Department of Labor (DOL)-only final rules at 20 CFR 677.230 and 20 CFR 680.490.

To announce the publication of the UI Call Center Best Practices Compilation.

To announce the release and availability of the Significant Provisions of State Unemployment Insurance Laws, effective July 2018.

To provide guidance to state workforce agencies responsible for administration of the federal-state Unemployment Insurance (UI) programs on provisions of the Workforce Innovation and Opportunity Act (WIOA) related to UI, and to: 1) recommend that state UI agencies continue to work with other workforce partners in the development and implementation of strategies that support the WIOA vision, as described in Training and Employment Guidance Letter (TEGL) No. 19-14; 2) encourage State and Local Workforce Development Boards to consider how to most effectively leverage federal-state UI programs, including the Reemployment Services and Eligibility Assessment Program (RESEA), as they implement integrated service delivery strategies through American Job Centers under WIOA; and 3) clarify the requirements and methods for UI to make financial contributions towards WIOA infrastructure costs.

To provide further guidance for YouthBuild grantees implementing the Construction Plus component of the YouthBuild program, including a synopsis of what it entails, and to provide further clarity to workforce partners about the Construction Plus model.

Building on lessons learned from previous state implementations of modernized UI IT systems, the U.S. Department of Labor's Employment and Training Administration (ETA) facilitated the development of a UI IT Modernization Pre-Implementation Planning Checklist for states to use prior to "going live" with a new UI Benefits and/or Tax system. Prior to the production launch of a UI IT system, State UI agencies must use the ETA 9177 Checklist Report to verify that necessary system functions are available and/or that alternative solutions are developed to help avoid major disruption of services to UI customers and to prevent delays in paying UI benefits when due.

To announce the new electronic Interstate Request for Reconsideration of the Monetary Determination (Form IB-14) application for use in requesting/responding to a reconsideration of monetary determination or wage credit transfers on a combined-wage claim (CWC).
