To advise States of the opportunity to submit a Supplemental Budget Request (SBR) for funding of an ICON programmer staff position.

To issue instructions for the State Employment Security Agencies (SESAs) to use in the preparation of the FY 2000 SQSP.

To transmit the subject computation for State Employment Security Agency (SESA) usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of Fiscal Year (FY) 1999.

To advise States of a planned study of Unemployment Insurance exhaustees that will involve the collection of data from 25 States.

To provide specific procedural guidance to States for processing requests for certification under the Work Opportunity and Welfare-to-Work Tax Credits after these expire. This guidance covers the period July 1- September 30, 1999. If the WOTC and WtW tax credits have not been reauthorized by September 30, additional guidance will be issued.
