To provide State Workforce Agencies (SWAs) with information on the National Institute of Standards and Technology (NIST) IT security guidelines for use by SWAs to ensure the security of their UI IT systems.

States have gained experience administering the PUA program under the CARES Act, Public Law (Pub. L. 116-136), and have identified additional questions about the PUA eligibility of individuals who are caregivers and affected by school systems reopening. The purpose of this Training and Employment Notice (TEN) is to announce changes to the TAA Program regulations as part of the implementation of the Trade Adjustment Assistance Reauthorization Act of 2015 (TAARA 2015), title IV of the Trade Preferences Extension Act of 2015 (Pub. L. 114-27). The updated regulations reduce regulatory burden by modernizing, simplifying, and clarifying state administration of the TAA Program.

The purpose of this Unemployment Insurance Program Letter (UIPL) is to address questions raised by states and provide further guidance about the LWA program authorized by the Presidential Memorandum, Authorizing the Other Needs Assistance Program for Major Disaster Declarations Related to Coronavirus Disease 2019 (Presidential Memo), issued on August 8, 2020, and administered through a grant agreement with the Federal Emergency Management Agency (FEMA).

L.) 116-151 which amends Section 903(i) of the Social Security Act (SSA) (42 U.S.C. § 1103(i)). Section 903(i), SSA, was created by Section 2103 of the CARES Act (Pub. L. 116-136).

As states have gained experience administering programs under the CARES Act, states have identified questions about program operations. The purpose of this Unemployment Insurance Program Letter (UIPL) is to address those questions.
