To provide states with instructions for implementing the recent statutory changes to the emergency unemployment relief for state and local governmental entities, certain nonprofit organizations, and Federally-recognized Indian Tribes provided in the Protecting Nonprofits from Catastrophic Cash Flow Strain Act of 2020 ("Protecting Nonprofits Act"), Public Law (Pub. L.) 116-151 which amends Section 903(i) of the Social Security Act (SSA) (42 U.S.C. § 1103(i)). Section 903(i), SSA, was created by Section 2103 of the CARES Act (Pub. L. 116-136).

As states have gained experience administering programs under the CARES Act, states have identified questions about program operations. The purpose of this Unemployment Insurance Program Letter (UIPL) is to address those questions.

To provide states with Unemployment Insurance (UI)-related technical assistance for administering LWA provided under Section 408(e)(2) in the Robert T. The purpose of this Training and Employment Notice (TEN) is to advise States of the availability of a CARES Act Implementation Checklist, developed by the Department of Labor's (Department) Employment and Training Administration (ETA), for use by States to ensure they have systems and procedures in place to properly administer the Pandemic Unemployment Assistance (PUA), Federal Pandemic Unemployment Compensation (FPUC), and Pandemic Emergency Unemployment Compensation (PEUC) programs enacted in Title II, CARES Act.

The purpose of this Unemployment Insurance Program Letter (UIPL) is to address those questions concerning the PUA program.

To announce the availability of ETA 9177 Report - Pre-Implementation Planning Checklist Report Version 1, revising the original version provided with Unemployment Insurance Program Letter (UIPL) No. 11-18, to assist state UI agencies in preparing to launch modernized UI IT systems that support administration of UI benefits and/or tax systems.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (also jointly referred to as "states") by: 1) identifying the FY 2020 Second Distribution of TaOA funding amounts to states; 2) describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and 3) providing the process for states to request TAA Program reserve funds for TaOA. The purpose of this Unemployment Insurance Program Letter (UIPL) is to provide guidance to State Workforce Agencies on changes in the operation of the BAM program, including BAM sample selection and case management applications, as a result of issues arising from the COVID-19 pandemic. These COVID-19-related issues include the unprecedented increases in Unemployment Insurance (UI) program workloads and the new Unemployment Compensation (UC) programs created in the Coronavirus Aid, Relief, and Economic Security (CARES) Act (Public Law 116-136), including the Federal Pandemic Unemployment Compensation (FPUC) program, which provides a federal payment of $600 in addition to the state Weekly Benefit Amount (WBA).

The purpose of this Unemployment Insurance Program Letter (UIPL) is to provide states with the new ETA 227-Overpayment Detection and Recovery Activities FPUC report (referred to as the "ETA 227 FPUC report" in this UIPL) and to provide states with revised reporting instructions for the FPUC program. Section 2104 of the CARES Act, Public Law (Pub. L.) 116-136, authorizes the FPUC program.
