To announce continuing opportunities for State employment security agency (SESA) tax staff to actively participate in the Revenue Quality Control (RQC) program development.

To transmit a checklist of UIPLs as of December 31, 1991.

To advise States of a change to the Summary Page of the Handbook for Interstate Claimstaking and to request that each State revise its summary page to provide the new information.

To transmit the subject Department of Labor publication, subtitled "A Demographic and Employment Profile of Perishable Crop Farm Workers."

To advise State agencies of the Department of Labor's interpretation of the term "work" in Section 3304(a)(7) of the Federal Unemployment Tax Act (FUTA).

To announce the resumption of the PMR project that will examine and improve mechanisms for measuring UI program performance of State employment security agencies (SESAs).

To respond to additional questions raised by States and Regional Offices concerning implementation of the Emergency Unemployment Compensation Act of 1991, Public Law 102-164.

To encourage State Employment Security Agencies (SESAs) to take advantage of services provided at no cost by the U.S. Postal Service. These services can contribute to improved UI operations as well as the reduction of postage costs by enhancing the flow of incoming mail to specific operations such as status, collections, and benefit payments.

To transmit the AWBA for each State for the second quarter of FY 1992.

To advise State employment security agencies (SESAs) of the provisions of the Emergency Unemployment Compensation Act of 1991, P.L. 102-164, which amend the Federal Unemployment Tax Act (FUTA).

To provide new annual salary rates for Federal Civilian employees to assist State Employment Security Agency (SESA) personnel in completing UCFE Form ES-935, Claimant Statement of Federal Civilian Service.

To transmit the revised Federal Schedule of Remuneration (UCX) based on the January 1, 1992, military pay increase.

To respond to additional questions raised by States and Regional Offices regarding implementation of Public Law 102-164 and to correct technical errors in UIPL 9-92.

To announce the evaluation of the DOL's TAP and inform Regional Offices (ROs) and State employment security agencies (SESAs) that selected ROs and SESAs will be contacted by the contractors conducting the TAP evaluation.

To provide State employment security agencies (SESAs) with a Table of Random Numbers to be used during the Calendar year (CY) 1992 when selecting the Quality Control (QC) sample cases.

To present the findings from a review of the Eagle Pass, Texas, fraud scheme and to recommend actions for State Employment Security Agencies (SESAs) to consider for deterring and detecting fraud activity in the UI program.

To provide States with a clarification of the EB "systematic and sustained" work search requirements with respect to claims for weeks of partial and part-total unemployment.

To inform the SESAs that certain regular enlisted servicemembers are receiving separation pay, and to convey the procedures the SESAs should follow in regard to UCX claims filed by regular enlisted ex-servicemembers receiving separation pay.
