To provide clarification to State Workforce Agencies (SWA) with regard to the processing of H-2B temporary applications for limited jobs in the landscaping industry which includes only those activities addressed in this guidance for the 2002-2003 season.

To announce details for three RJM training sessions for state staff.

To extend the date of plan submissions and correct data figures for Table 2 Affirmative Action Plan Significant MSFW Local Offices in the attached Planning Guidance for PY 2002 Wagner-Peyser Act Agricultural Services Submissions with the Strategic Five-Year State Plan under the Workforce Investment (WIA) Act of 1998.

(1) transmit information regarding new health insurance coverage benefits and state-level responsibilities created by the Trade Adjustment Assistance Reform Act of 2002; and (2) announce the availability of funds to help states establish the systems and procedures needed to carry out their new responsibilities.

To assist the State Workforce Agencies (SWA) in implementing the provisions of the Trade Act of 2002 that amend the current Trade Adjustment Assistance program and repeal the North American Free Trade ¿ Transitional Adjustment Assistance program.

To provide state workforce agencies with information about new responsibilities related to an income tax credit for health insurance premiums available to eligible TAA/TRA recipients for 2002.

To provide state workforce agencies with additional information, in a question and answer format, on aspects of the new Labor Exchange Performance Measures, the proposed Veterans¿ Employment and Training Service (VETS) measures and the revised ETA 9002 and VETS 200 data collection and reporting system.

To transmit instructions for submission of quarterly Labor Exchange reports, ETA 9002 A through E, and VETS 200 A through C, via the web-based Enterprise Information Management, Labor Exchange Reporting System (LERS).

To provide states with the Program Year (PY) 2002 ACSI Table of Weights.

To announce the extension of Office of Management and Budget (OMB) approval of Form ETA 581, Contribution Operations.

To transmit estimated employer contribution rates for CY 2002.

To inform the Workforce Investment System and its service providers of roles and responsibilities involved in responding to the statutorily mandated federalization of airport security. The federal government anticipates that the number of layoffs of current screeners is likely to be substantial, especially in larger airports. The President has requested that the Department of Labor ensure, through the state and local workforce system, the provision of quick, user-friendly, valuable and compassionate help to those current screeners who will lose their jobs through this process. Because the airport security function at all airports must be federalized by November 19, 2002, timely provision of meaningful services will be very important.

In addition, the Workforce Investment System is ideally positioned to assist the Transportation Security Administration (TSA) in its efforts to recruit thousands of new security screeners. To date, several of the One-Stop systems in large cities have been responsible for managing TSA job fairs with great success. The Department of Labor is pursuing a more formal partnership role with TSA to assist in recruitment efforts. More information in this regard will be forwarded in the near future.

To transmit the subject computation for state workforce agency usage in computing minimum weekly DUA amounts for all major disasters declared during the first quarter of fiscal year (FY) 2003.

To announce a new approach for funding and expanding WRIS.

To establish uniform procedures for state workforce agencies (SWAs) on the preparation, submission, and approval of indirect cost rate proposals and/or cost allocation plans.

To alert states to the expansion of ¡§SUTA Dumping¡¨ into industries other than Professional Employer Organizations (PEOs), such as temporary help firms and service organizations, and to recommend possible approaches to help curb this activity.
