To update state workforce agencies (SWAs) about the UI Integrity Professional Development Conference scheduled for April 4 - 5, 2006, in Chicago, Illinois; and to encourage staff participation in the conference.

To announce a planned BTQ Nonmonetary Determination Evaluation Training Seminar to be held April 10 – 14, 2006, in San Diego, CA. We expect to offer two additional BTQ seminars during FY 2006. Dates and locations will be announced later.

The intent of this guidance is to replace existing guidance with a single, unified Department of Labor guidance document on the common measures and WIA Section 136 performance accountability system. This guidance sets forth one set of measures to be used for both common measures reporting purposes and WIA Section 136 performance accountability purposes (with certain exceptions). The methodology for applying these measures is set forth in Section 5 of this guidance.

The purpose of this Training and Employment Guidance Letter (TEGL) is to highlight and review those areas of current law which offer flexibility in tailoring workforce strategies in the variety of situations experienced in areas impacted by the hurricanes of 2005 and locations where evacuees have moved.

To issue the revised federal poverty guidelines for the Senior Community Service Employment Program

To provide the following information for FY 2006: UI State Administration base resource allocations, general guidelines for resource planning, above-base funding and SBRs

To announce the rate of interest the U.S. Treasury Department will charge on Title XII advances (loans) during CY 2006.

To provide program guidance to state workforce agencies (SWAs) on processing of requests for certification under the Work Opportunity Tax Credit (WOTC) and Welfare-to-Work Tax Credit (WtWTC) due to their expiration on December 31, 2005. This guidance covers the period January 1, 2006, through September 30, 2006. If the WOTC and WtWTC program has not been reauthorized by September 30, 2006, additional guidance will be issued.

To clarify the Department's existing policy on serving participants, including those with limited English proficiency, under the TAA and NAFTA-TAA programs.

To help promote the availability of the new Medicare prescription drug coverage through the workforce investment system, provide links to helpful resource materials about the program, and provide contact information for referrals.

To inform the state workforce agencies (SWAs) of the new temporary WOTC target group and the retention tax credit included in the Katrina Emergency Tax Relief Act of 2005 and clarify the SWAs’ role.

To inform the state workforce agencies (SWAs) of special filing "relief periods" for Work Opportunity/Welfare-to-Work Tax Credits (WOTC/WtWTC) certification requests in Presidentially Declared Disaster Areas.

To inform states and local areas about the John H. Chafee Foster Care Independence Program (CFCIP) and how WIA youth programs can access its Education and Training Vouchers to assist foster care youth and those aging out of foster care complete post-secondary education and training.

To provide projected funding figures for the management of the FY 2006 Foreign Labor Certification (FLC) program.

To announce three training sessions on program reporting and performance management. These events are intended to clarify the Department’s policy on common measures; review the final reporting changes necessary for each program in order to accommodate the common measures; provide a forum to discuss policy questions and raise issues with federal staff; support integration by targeting multiple programs and providing inclusive training; and provide information, clarification, materials and tools to states for their use in training local staff.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the second quarter of fiscal year (FY) 2006.

To ensure State Workforce Agencies (SWAs) are aware of the revised Federal Schedule of Remuneration for the UCX program, which was issued December 30, 2005, based on the January 1, 2006, military pay increase.
