To provide updated guidance on UI DV activities for VY 2007 and VY 2008, and to clarify certain DV policies.

To provide organizations interested in the Program Year (PY) 2006 national Senior Community Service Employment Program (SCSEP) grantee competition with information related to funding for the grantee transition period from July 1-September 30, 2006.

a. To provide additional guidance to the workforce investment system regarding the modification of NEG BRAC 2005 strategic planning grants.

b. To provide guidance to the workforce investment system regarding new applications for NEG-funded assistance for individuals, military installations and communities affected by BRAC 2005 once the Department of Defense (DoD) timelines are available and well-articulated reemployment strategies are in place.

To invite statements of interest and describe the goals of the second round of a national peer-to-peer technical assistance and training project, the National Business Learning Partnership.

To initiate the FY 2007 SQSP process and to issue supplemental instructions for the preparation of the FY 2007 SQSP.

a. To provide preliminary FY 2007 dollar and staff year base resource planning targets for UI operations to be used in planning and developing State Quality Service Plans; b. To provide general guidelines for FY 2007 resource planning; and c. To explain how base resources were allocated among states.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of fiscal year (FY) 2006.

To provide guidance on the rescission of Fiscal Year (FY) 2006 formula funds for the WIA Adult and Dislocated Worker Programs for Program Year (PY) 2005 as required by the Department of Defense, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006, Public Law (P.L.) 109-148, December 30,2005.

To provide instructions for the preparation and submission of the National Farmworker Jobs Program (NFJP) grant plans under the Workforce Investment Act (WIA) Section 167 for PY 2006.

To provide instructions and procedures for the preparation and submission of the Section 167 Housing Assistance annual grant plans for PY 2006.

To announce the Office of Management and Budget's (OMB) approval of the extension of the TPS Handbook ET 407.

To provide information about the National Directory of New Hires (NDNH); to provide the results of a pilot study of the effectiveness of using NDNH data in preventing and detecting overpayments due to unreported earnings by UI beneficiaries who have returned to work and continue to receive benefits; and to encourage state workforce agencies to take full advantage of the NDNH as a tool for UI program integrity.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide planning guidelines and instructions to Native American grantees for the development of a strategic two-year Comprehensive Services Program (CSP) plan and Supplemental Youth Services Program (SYSP) plan. Native American entities must submit a two-year plan for meeting the employment training needs of Indians, Alaska Natives, and Native Hawaiians consistent with the purposes described in Section 166 of the Act.

This guidance letter and its attachments replace and supersede prior operating procedures and policy guidance within the Employment and Training Administration (ETA) for H-2B certifications in the entertainment industry, including attachments I - IV of ETA Training and Employment Guidance Letter No. 4-03 (TEGL 4-03). This letter describes the special procedures in ETA governing the H-2B nonimmigrant labor certification process for temporary positions in the entertainment industry. This TEGL, as revised, identifies the Chicago National Processing Center as the Center designated to issue ETA determinations on applications for certification to employ temporary workers in the entertainment industry which are initially filed by employers with designated Offices Specializing in Entertainment (OSEs) within the State Workforce Agencies (SWAs). This is the only substantive change from previous procedures, under which ETA’s New York City, Dallas, and San Francisco Regional Certifying Officers were designated to issue determinations on these applications.

To inform the state workforce agencies (SWAs) of a revised interpretation of the deadline for enrollment in approved training as a condition of Trade Readjustment Allowances (TRA) eligibility for Trade Adjustment Assistance (TAA) participants and its effect on Health Coverage Tax Credit (HCTC) eligibility.

To provide State Senior Community Service Employment Program (SCSEP) applicants with grant application instructions and procedures for Program Year (PY) 2006 beginning July 1, 2006.

To inform states of the guidelines for (a) negotiating PY 2006 performance levels for Wagner-Peyser Act-funded activities under the common measures and (b) re-negotiating Average Earnings targets for the WIA Title IB Adult and Dislocated Worker programs. These negotiated performance goals for PY 2006 will be incorporated in the WIA and Wagner-Peyser Act Two-Year Strategic Plans. This Training and Employment Guidance Letter (TEGL) also clarifies the set of youth measures to which states are accountable for the upcoming program year.

To inform states and local areas of the expansion of ETA’s strategic vision, (as described in TEGL 3-04, dated July 16, 2004) to serve out-of-school and our most at-risk youth, including Indian and Native American youth and youth with disabilities under the Workforce Investment Act (WIA).

To announce ¬the availability of Fiscal Year (FY) 2006 funds to improve UI Information Technology Security.
