To provide administrative guidance on changes in the SCSEP income eligibility guidelines resulting from the enactment of Public Law 109-365.

To announce three ETA-sponsored national training sessions on federal financial and administrative requirements to be held in 2007.

The primary goal of these sessions is to provide in-depth guidance and technical support on ETA financial and administrative requirements. Topics for the forums include financial reporting, monitoring, procurement, indirect costs, salary and bonus limitations, audit requirements, and a host of other financial and administrative management topics. Each forum will provide educational opportunities for state, local and discretionary grantees and enhance their understanding of the requirements of operating Federal grants. Fiscal and administrative staff working in ETA’s formula and discretionary grant programs should attend. Interested program staff are also invited to attend.

To advise state workforce agencies that the transition of oversight responsibility for the Wage Record Interchange System (WRIS) from the National Association of State Workforce Agencies (NASWA) to the Employment and Training Administration (ETA) need not affect the states’ data exchange for UI purposes.

To solicit comments on establishing the Acceptable Level of Performance (ALP) for the average age of pending single claimant lower and higher authority appeals and to provide results from an analysis of the starting parameter for measuring the timeliness of nonmonetary determinations.

To request the designation of Areas of Substantial Unemployment (ASUs) in each state as defined in the Workforce Investment Act (WIA) in order to allot funds under the Act for the period beginning July 1, 2007.

To transmit a correction to the Minimum DUA Weekly Benefit Amount for major disasters declared during the first quarter of fiscal year (FY) 2007. This issuance corrects an error in the AWBA for the Virgin Islands.

To ensure that 21st century apprenticeship is viewed as a critical post- secondary education and training option available through the One-Stop delivery system for building a skilled and competitive workforce to meet employer demand.

To provide states with the forumla methodology used in developing the Fiscal Year (FY) 2007 base allocations and to describe the process for requesting additional TAA program reserve funds for training and job search and relocation allowances.

To notify the States of a one year suspension of the Dislocated Worker earnings measure as a determining factor for PY 2005 incentive awards and sanctions. This notice merely suspends the use of this measure in determining incentive awards for PY 2005; it does not change the policy that will be used to determine incentives and sanctions in future Program Years.

To modify Employment and Training (ET) Handbook 395 to incorporate crossmatches with the NDNH as a mandatory part of the BAM case investigation methodology and to provide State Workforce Agencies with instructions on use of the NDNH as part of BAM audits.

To announce details of two RJM training sessions for state staff.

To announce extension of Office of Management and Budget (OMB) approval of Forms ETA 843 and ETA 841 contained in ET Handbook No. 384, Unemployment Compensation for Ex-servicemembers (UCX) Handbook, Chapter VI, pages 8-21.

To extend the eligibility date the Department of Labor (Department) uses for determining whether RIR re-application requests are timely.

To provide final Fiscal Year 2006 TAA training funds to states and provide guidance on the appropriate use of TAA reserve funds to be used on MIS improvements.

To announce the extension of Office of Management and Budget (OMB) approval of Form ETA 191, Statement of Expenditures and Financial Adjustments of Federal Funds for Unemployment Compensation for Federal Employees and Ex-Servicemembers.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the first quarter of fiscal year (FY) 2007.

To notify State Workforce Agencies (SWAs) of training on foreign labor certification programs being offered by ETA in early December 2006. The training opportunity will update SWA staff on policy guidance regarding prevailing wage determinations, discuss the transition to processing temporary labor certification applications through the National Processing Centers (NPCs), and reinforce standards and timeframes for the review and preparation of employer applications for temporary labor certification.

To announce the designation of September 24-30, 2006, as National Employ Older Workers Week and to encourage State Workforce Agencies, State and Local Workforce Investment Boards and One-Stop Career Centers to provide leadership in activities to promote National Employ Older Workers Week.

To assure that all SCSEP national and state grantees focus efforts on helping minorities gain and continue access to the program, especially through the transition period ending October 1, 2006.

To inform states and local areas about a newly formed partnership to promote careers in Health Care to Hispanics.
