Workforce Innovation and Opportunity Act (WIOA) Implementation Study

Purpose:

  • This study will document states' implementation of the core workforce programs authorized under WIOA's Title I (Adult, Dislocated Worker, and Youth) and Title III (Employment Services). It will also explore the role of WIOA in stakeholder integration among programs authorized under Titles II (Adult Education and Literacy) and IV (Vocational Rehabilitation). It will include a review of federal guidance and documentation related to monitoring and technical assistance provided to states, interviews with key informants, a survey of state-level workforce administrators, site visits to local areas, and analyses of program performance data.

Research Questions:

  • How are reforms under WIOA being implemented for the core workforce programs for Titles I and III?
  • To what extent are states and local areas developing partnerships with Titles II and IV stakeholders to achieve the integrated workforce development system envisioned by WIOA?
  • What additional technical assistance, guidance, or policy changes would help states administer these core programs and provide guidance and oversight at the local level?

Project Duration: 36 Months
