Evaluation of the Reemployment Eligibility and Assessment Program

Purpose:

  • The Department of Labor's Employment and Training Administration launched the Reemployment Eligibility and Assessment (REA) program in 2005 to accelerate the reconnection of Unemployment Insurance (UI) claimants to the workforce. This study seeks to build on prior research on reemployment service delivery to UI claimants and effectiveness in reducing UI duration and increasing employment. The study is being conducted in several states (IN, NY, WA, WI). It includes an impact analysis to understand the effectiveness of REA and its components on four outcomes of interest—weeks of UI receipt, total UI benefits paid, employment, and earnings, using a randomized control trial. Additionally, an implementation analysis will document program variations across states, UI claimants' participation and/or non-compliance in REA program activities and requirements, and states' responses to claimants' non-compliance.

Research Questions:

  • What is the overall impact of the REA program on reducing UI duration and improving employment outcomes? Are there particular components of the program that are more or less effective than others?
  • For whom does REA have the largest impact? What are the characteristics of individuals who benefit most from REA?
  • How do states implement REA? What are similarities and differences in the REA programs as implemented across the four states in the study?
