Background: The National Defense Authorization Act for Fiscal Year 1990 amended the Job Training Partnership Act (JTPA) with a new Section 325, The Defense Conversion Adjustment (DCA) Program. The Department of Labor published a notice in the May 12, 1992 Federal Register to solicit grant applications from eligible grantees for demonstration projects to provide services to workers experiencing defense related dislocations. The Department of Labor (DOL) and the Department of Defense are providing nearly $5 million in support of the demonstration projects selected pursuant to the May 12 announcement to provide retraining and readjustment services to workers dislocated as a result of military reductions and base closures.

"These grants represent our continuing commitment to assist these experienced workers," Martin said. "With training, retraining and adjustment services, they can remain productive in the workplace and competitive in the workforce." Twelve demonstration projects will test innovative ways of helping dislocated workers on four key fronts: employers averting layoffs, increased worker mobility, community planning and locally initiated projects. The dislocation aversion projects will explore ways employers can prevent layoffs. The grantees include New York State Department of Economic Development and Pima County Community Services Department in Arizona. The increased worker mobility projects will build on skills workers already have by adapting them to new jobs. The grantees are the State of South Carolina, Clemson University; International Association of machinists in Southern California; and McDonnell Douglas Missile Systems Company in Florida. The community planning projects will give communities an opportunity to develop comprehensive plans to help dislocated workers and the community. They include the Commonwealth of Pennsylvania, Department of Labor and Industry and Merced County California Private Industry Council. The locally initiated projects allow local areas and firms to respond to their own workers' dislocation situations. The grantees are the Commonwealth of Massachusetts, industrial Services Program; State of Arizona, Governor's Office For Women; the State University of New York, The Research Foundation of State University of New York at Binghamton; St. Louis County, Missouri, and San Diego, California Consortium and Private Industry Council. Funds provided by the Department of Defense to the Department of Labor will be used to operate the projects under the Defense Conversion Adjustment program. The projects will provide retraining and readjustment services to workers dislocated due to military reductions and military base closures. The program is authorized by an amendment to the Job Training Partnership Act included in the Defense Authorization Act of 1991. Its purpose is to provide training and readjustment assistance to workers dislocated by defense cutbacks. Note to Editor: A list of grantees and brief description follows. Employment and Training Administration Defense Conversion Adjustment Grantees NEW YORK STATE DEPARTMENT OF ECONOMIC DEVELOPMENT, Long Island, New York Contact: Rupert Hopkins, (516) 349-1266 Funding amount: $433,447 Dislocation aversion. Nine participating firms have sales between $5-50 million and employ between 50 and 400 workers. This project will build on work already started with grants from the Defense Department's Office of Economic Adjustment and the New York State Urban Development Corporation. PIMA COUNTY COMMUNITY SERVICES DEPARTMENT, Pima County, Arizona Contact: Hank Atha, (602) 740-5205 Funding amount; $325,457 Dislocation aversion. This project will target employees of Sargent Controls. Current production is almost entirely concentrated on parts for the SEAWOLF class submarine. Sargent has conducted initial research suggesting that a potential new market exists if its product can be adapted for use in nuclear reactors. This project would include preparation of an individual employability development plan for each participant and specific training for a nuder of employees. STATE OF SOUTH CAROLINA, CLEMSON UNIVERSITY, South Carolina Contact: William Leonard, (803) 656-5129 Funding amount: $499,998 Increased worker mobility. This project will focus primarily on commissioned and non-commissioned officers who require one year or less of intensive course work to earn teaching certifications in subjects such as science, mathematics, foreign languages and special education. Participants will relocate to the Clemson area for the duration of their training. INTERNATIONAL ASSOCIATION OF MACHINISTS, Southern California Contact: Aquifer, (510) 451-1300 funding amount: $500,000 Increased worker mobility. This project will assist workers dislocated from Lockhead, McDonnell-Douglass and other area defense contractors. The project will link defense conversion retraining with CALSTART, a non-profit consortium of public and private entities focused on advanced transportation technologies and Amerigon, a corporation formed to design and sell components for electric vehicles. MCDONNEL DOUGLAS MISSILE SYSTEMS COMPANY, Titusville, Florida Connect: Laurette Koellner, (407) 268-7241 Funding amount: $497,249 Increased worker mobility. This project will help workers assigned to the Advanced Cruise Missile program which will end March 1993. Services include outreach, assessment, transition counseling and other readjustment assistance. COMMONWEALTH OF PENNSYLVANIA, DEPARTMENT OF LABOR AND INDUSTRY Contact: Robert Grant, (717) 787-3157 Funding amount: $464,198 Community planning. The program will assist 11,000 workers who will be laid off from the Philadelphia Naval Base and Shipyard beginning in late 1993. This project will use the time prior to the layoffs to develop an employee skills inventory and occupational assessment; develop a comprehensive training plan and establish a community-based task force to oversee the implementation of the training plan. MERCED COUNTY PRIVATE INDUSTRY COUNCIL, Merced County, California Contact: Judy Kuhlman, (916) 654-7110 Funding amount: $56,000 Community Planning. The project will include the preparation of a community planning document for communities affected by the closure of Castle Air Force Base. It will complement planning efforts underway with support from Department of Defense's Office of Economic Adjustment. COMMONWEALTH OF MASSACHUSETTS, INDUSTRIAL SERVICES PROGRAM Contact: June Sekera, (617) 727-8158 Funding amount: $366,603 Locally initiated. The project will focus heavily on broadening the skills of workers in six small and medium-size, defense-related firms with training in the critical skills necessary to compete in commercial markets. STATE OF ARIZONA, GOVERNOR'S OFFICE FOR WOMEN, Maricopa County Contact: Ann Loft on, (606) 542-1755 Funding amount: $425,218 Locally initiated. This project will provide transition workshops and assistance to female veterans through job clubs, outplacement assistance, counseling and related activities. A leadership training seminar will prepare participants with management experience for leadership positions in the private sector. STATE UNIVERSITY OF NEW YORK, THE RESEARCH FOUNDATION OF STATE UNIVERSITY OF NEW YORK AT BINGHAMTON, Binghamton, New York Contact: Thomas Kelly, (607) 777-6757 Funding amount: $452,269 Locally initiated. This project is one component of the Center for Commercial Competitiveness, a partnership between industry, academia and government. Approximately 45 defense-related dislocated workers from area firms will be assisted. ST. This project will focus on the owners/managers of small manufacturing firms, striving to convey the skills and business orientation necessary for the firms to survive. Specific worker retraining programs will be customized for each participating company following the initial training. This project will build on existing research to identify defense-dependent firms and at-risk occupations, and will also contribute to a human resources database which will be used to identify skill requirements needed by area businesses. Background: This TAG was prepared by the U.S. Department of Labor (DOL) to comply with the Job Training Reform Amendments of 1992. It provides States and service delivery areas with the Department's guidance on acceptable documentation in establishing the various eligibility and participation requirements contained in Title II of the Job Training Partnership Act, as amended. Region III's TAG team which was organized to develop this guide, conducted fact-finding sessions with staff and cognizant agencies from the Philadelphia Private Industry Council, Philadelphia, Pennsylvania; Office of Employment Development, Baltimore, Maryland; Department of Employment Services, Washington, D.C.; Division of Employment and Training, Newark, Delaware; Governor's Employment and Training Department, Richmond, Virginia; Job Training Assistance Program, Richmond, Virginia; and ARBOR Incorporated, Media, Pennsylvania. The team responsible for developing this TAG included representatives from ETA in Region III, Philadelphia Private Industry Council, Delaware County Office of Employment and Training, West Virginia Governor's Oversight Unit for JTPA State Monitoring, National Council of La Raza, Jobs for Youth-Chicago, Directorate of Civil Rights, and the Office of the Inspector General. The TAG was developed using eligibility requirements information from twelve States around the country, and from comments received from States, SDAs, community based organizations, Federal agencies and service providers. In addition, the TAG was field tested by the West Virginia Bureau of Employment Programs. Training: Region III will provide an overview of the TAG in conjunction with USDOL-ETA JTPA amendments training sessions. The training sessions are being conducted at 10 regional sites: Baltimore, Dallas, San Jose, Minneapolis, Boston, New York, Atlanta, Kansas City, Denver, and Seattle-from February 9 through March 12. In the Spring of 1993, Region III will provide in depth train-the-trainer sessions to Regional Office staff who will in turn be available to train States and SDAs. Dates for these sessions will be announced. Distribution: Copies of the TAG are being provided under separate cover to all State Liaisons for distribution to SDA's and to the State JTPA agency. The material has been prepared in a loose-leaf format suitable for use in 3 ring binders. Shipment is expected to arrive at your office shortly after February 8. Copies of the TAG will be provided to all participants at the JTPA amendments training sessions.

Background: In October 1992, ETA issued a three-volume Technical Assistance Guide (TAG) that SDAs could chose to use for monitoring of their service providers. The three volumes are: -- Volume I - Contains general instructions applicable for all monitoring modules. -- Volume II - Comprised of eleven modules, which are data collection instruments. -- Volume III - Provides instructions for on-site monitoring, interpretation of findings, and report preparation. In TEIN No. 12-92, which transmitted the TAG to the States, we indicated that the modules were flexible and were meant to be modified by SDAs to fit particular circumstances and to be responsive to changing policies. Diskettes in Wordperfect 5.1 containing the entire TAG were provided with each hard copy TAG to facilitate modification as necessary. In view of the recently enacted JTPA Amendments of 1992 that become effective on July 1, 1993, ETA has made some revisions to reflect the new law. Revisions: Attached are copies of the pages of the TAG that have been revised. Using the applicable diskettes users are encouraged to make the corrections indicated on the pages. The following instructions will guide the user through the revisions process: Revision Instructions JTPA Monitoring TAG 1. All changes are printed inside brackets "[]" and are inbold. 2. Delete all text or graphics that are in strikeout format. 3. Text to be inserted is found within brackets, and follows "insert:." 4. If deletions and insertions are made as instructed, page formats will be maintained, except where noted: Do not change the page numbers in Volume III since Volume II references page numbers in Volume III. Two types of format changes are required as a result of the revisions: A. Insertion of a hard page and the addition of a new page (e.g., page 8a, 11a, or 22a). B. Deletion of a line of text or graphics to maintain current page format. 5. You may wish to document the year the revisions were made. This is done on the pages illustrating changes by the page number (e.g., Page 2 (1993). 6. Refer to the file and page number on the DOL TAG diskettes and make the changes as instructed. Background: This is an exciting year for older workers! We have a golden opportunity to really focus on the many positive contributions that older workers have made in the past as well as the ones that they will make in the future. State and local agencies have provided the local leadership for celebrating the "National Older Worker Week" over the last decade. Last year, the Secretary signed a proclamation to highlight this effort. This year President Clinton has signed a proclamation declaring "National Older Worker Week" from March 12 through March 18, 1995, thus demonstrating the Administration's commitment to the employment of older workers. There is a White House Conference on Aging scheduled for the week of May 1, 1995. Its purpose is to produce policy recommendations that will guide national aging policy over the next decade. The Department of Labor fully supports both efforts and encourages all employment and training programs to do so. Under separate cover, you will receive posters and fact sheets developed by the Department for Older Worker Week. We are also supporting mini- White House conferences on Aging which will be held by Green Thumb, the National Council of Senior Citizens and the National Urban League. Actions Required: JTPA Liaisons and SESAs are encouraged to: a. distribute the attached Proclamation to their local offices and service delivery areas in time so that it is received prior to March 12; b. promote efforts to educate employers on the benefits of hiring, retraining and retaining older workers; c. undertake efforts to recognize the contributions made by older workers and to facilitate and promote their continued participation in the work force, perhaps through Job Fairs, Older Worker luncheons, newspaper releases, and radio and TV broadcasts emphasizing successful older workers; d. coordinate with SCSEP sponsors to further foster community efforts to recognize, promote and celebrate older workers in the local communities; and e. share examples of products developed and experiences which may be helpful to others in the future.

References: Training and Employment Information Notice (TEIN) No. 20-92, Job Training Partnership Act (JTPA) Amendments Implementation Training Strategy and TEIN No. 23-93, Job Training Partnership Act (JTPA) Financial Management Technical Assistance Guide (TAG) Train-the- Trainer Sessions. Background: This JTPA Financial Management TAG was developed to provide operational guidance and "best practices" associated with the financial and administrative requirements of the JTPA Amendments of 1992 and related statutes. The ACT, as amended (Public Law 102-367), and the implementing Regulations, published as final Regulations and dated September 2, 1994, provide for the financial and administrative requirements applicable to the JTPA programs. This TAG represents a collaboration of all levels of the JTPA system striving to promote common understanding and consistent application of the guiding financial management provisions of the Act and the Regulations. The TAG contains clarifications and suggested practices which are not required by the Act or the Regulations; however, there are no implied requirements for using these practices. In no way does this TAG replace or supplant the Act and the Regulations. The JTPA Financial Management TAG is comprised of: -- Sixteen Chapters, covering a wide range of financial management and fiscal accountability subject areas where a need for clarifications and operational guidance has been identified by State JTPA, Service Delivery Area (SDA) and Substate Grantee (SSG) staff. -- Eight Appendices, providing definitions, illustrations and cost classification matrices. -- An Index, supplying a detailed listing of subjects discussed in the TAG and enabling the user quick and easy access to topics of choice. Distribution: Copies of this TAG are being provided under separate cover to all State JTPA Liaisons for distribution to: -- Service Delivery Areas (SDAs) (4 copies each); -- State Worker Adjustment Liaisons (3 copies each); -- State JTPA Agency (balance of copies). This TAG has been prepared in a three-hole punched, loose-leaf format suitable for use in a three-ring binder. Computer disks are also being provided to the State JTPA Liaisons for distribution to each SDA and each State Worker Adjustment Liaison (one disk to each). The following items will be transmitted in two separate deliveries. - JTPA Financial Management TAGs; - Computer Disks of contents of the TAG.

Reference: TEGL No. 2-94. Background: The Office of Trade Adjustment Assistance (OTAA) receives and considers petitions for assistance for workers being dislocated as a result of trade impact. After the OTAA investigation is completed, a written response is sent to the petitioners. Since the workers affected are all facing dislocation, regardless of the results of the investigation, the State Dislocated Worker Unit (DWU) should be made aware of the situation so that they can take appropriate action. Procedures: States have a routine responsibility to encourage and support coordination between JTPA Title III and TAA programs. Copies of every TAA and NAFTA-TAA petition received by the Department of Labor will be provided to the appropriate State Title III contact for information and followup. If the workers are certified as trade impacted, the individual State Title III program can dual enroll the workers for additional services. If the petition is denied, the Title III program has a responsibility to take steps to ensure that the workers are informed of other appropriate service opportunities. Action Required: The State JTPA Liaison should advise the State DWU of this new procedure.
