Section II - Substate Grantee Funds This section provides a breakout of availability and expenditures of the portion of formula funds allocated to the Substate Grantees in the State according to the program year when they were made available to the State. Entries in this section refer to activities and services administered by the Substate Grantees with funds available under Section 302(d), as well as funds made available to Substate Grantees during the program year pursuant to Sections 302 (c)(1)(E) and 302(c)(2) of the Act. Available and expended funds are to be distributed among the columns titled current PY (program year), prior PY, and year before prior PY, according to the year in which the funds, against which the expenditures are applied, were made available to the Substate Grantees. Line 10 Net Total Title III Funds Available Enter the total Title III funds available for each of the program year columns, net of any transfers of funds to or from Title III that may be authorized in a given program year. Governor's Reserve funds allocated to Substate Grantees under Section 302(c)(1)(E), and funds reserved by the Governor for allocation to Substate Grantees in need under Section 302(c)(2) of the Act will be included on Line 10 only after they have been allocated to the Substate Grantee(s). For the reports for the third and fourth quarters, the sum of the entries for Lines 1 and 10 for the current program year should equal the total formula allocation for the State, as adjusted for reallotment. Line 10a Transfers Enter the cumulative net amount of funds transferred to or from Title III and indicate whether it is a net plus or minus dollar change to available Title III substate grantee funds for the program year. Line 11 Total Expenditures Enter the total cumulative accrued expenditures of Title III funds for each of the program year columns. The entry for Line 11 is the sum of Lines 12 through 16. Background: The Department of Labor is issuing non-financial reporting requirements for programs funded under Titles II and III of the Job Training Partnership Act (JTPA). These instructions update and replace those published in the Federal Register of November 12, 1992. OMB Approval and Reporting Burden: The SPIR reporting requirements are approved by the Office of Management and Budget (OMB) according to the Paperwork Reduction Act of 1980 under OMB Approval No. 1205-0321 to expire June 30, 1995. Reporting Instructions: The Governor will submit a separate report record for each participant who terminates from a JTPA program, as specified in the attached instructions for preparation of the SPIR. a. Highlights of Technical Changes from JASR/WAPR Line Items. While a number of new items have been incorporated into the SPIR record for JTPA participants, certain line items from the JASR/WAPR have been retained and modified. These are highlights of such line items changes: 1) Age distribution has been changed to "Date of Birth" 2) Education status has been changed to "Highest School Grade Completed". 3) Family status has been expanded to a multi-category item. 4) Handicapped has been changed to "Individual with a Disability", which is a multi-category item. 5) Offender has been changed to a multi-category item. 6) Reading skills below 7th grade level has been changed to "Reading Skills Grade Level or the Reading Skills Raw Test Score". 7) Math skills (an optional JASR sub-item within Multiple Barriers to Employment) has been changed to "Math Skills Grade Level or the Math Skills Raw Test Score" and is a required line item on the SPIR. 8) The Long-term AFDC recipient timeframe has been changed to 36 or more of the 60 months prior to application. NOTE: On the SPIR, the recipient may or may not be receiving AFDC payments at the time of application. 9) Homeless has been expanded to a multi-category item. 10) Pregnant/Parenting Teen (an optional JASR sub-item within Multiple Barriers to Employment) has been changed to "Pregnant/Parenting Youth" and is a required line item on the SPIR. 11) Substance abuse (an optional JASR sub-item within Multiple Barriers to Employment) has been made a required line item on the SPIR. 12) U.C. status has been changed to "Unemployment Compensation Status", which is a multi-category item. 13) Labor force status has been further expanded. 14) Unemployed 15 or more of prior 26 weeks has been changed to "Number of Weeks Unemployed During the Prior 26 weeks". 15) Welfare grant type has been changed to "Public Assistance Recipient" and expanded. 16) Average hourly wage at termination has been changed to "Hourly Wage at Termination". (SPIR information is by individual.) 17) Average weekly earnings of employed at follow-up has been changed for Title II to "Hourly Wage at Follow-up". Average hourly wage at follow-up for Title III has been changed to "Hourly Wage at Follow-up". "Hours worked per week" has been added to complete the information needed to calculate weekly earnings. (These changes were necessary as SPIR information is by individual and to use a common concept here for Title II and III.) 18) Average number of weeks worked in follow-up period has been changed to "Number of Weeks Worked in Follow-up Period. (This change was necessary as SPIR information is by individual.) 19) Average hourly wage - preprogram for Title III has been changed to "Wage of the Job-of-Dislocation (Title III only)". 20) Preprogram wage has been redefined and as a separate line item on the SPIR applies to both Title II and Title III participants. 21) Concurrent participation has been expanded and may apply to both Title II and Title III participants. 22) Appendices, similar to those traditionally included with the JASR/WAPR, have been revised to more closely reflect the structure of the SPIR. Action Required: State Liaisons are requested to distribute the attached instructions to all officials within the State who need such information to implement the SPIR reporting requirements.

Background: The JTPA Title II Program uses three reporting forms: the JSPR, the JSSR and the JASR. Reporting instructions were transmitted to the States via TEIN 18-88 (JSPR and JSSR) and TEGL 10-89 and TEIN 30-90 and Change 1 (JASR). The JTPA Title III (EDWAA) Program uses two reporting forms: the WQFR and the WAPR. Reporting instructions were transmitted to the States via TEIN 28-88 and Changes 1, 2, 3, and 4. Required Reports: Reporting Periods and Due Dates a. JTPA Summer Performance Report (JSPR) is due in the ETA National Office and Regional Offices by November 15, 1992 for the year ended September 30, 1992. This report is to be submitted on a Statewide basis for Title II-B; b. JTPA Semiannual Status report (JSSR) is due in the ETA National Office and Regional Offices by February 15, 1993 for the 6 months ended December 31, 1992 and by August 15, 1993 for the year ended June 30, 1993. These reports are to be submitted on a Statewide basis for Title II-A (SDA and Governor's Set aside); and c. JTPA Annual Status Report (JASR) is due in the ETA National Office and Regional Offices by August 15, 1993 for the year ended June 30, 1993. This report for Title II-A is to be submitted separately for each Service Delivery Area (SDA) with a separate JASR roll-up of the individual SDA report data. (This JASR statewide roll-up of the individual SDA data should not be submitted by single-SDA States.) d. single EDWAA Quarterly Financial Report (WQFR) for all EDWAA programs in the State is due in the ETA National Office and Regional Offices no later than 45 days after the end of each program quarter (i.e., submitted no later than 11/15; 2/15; 5/15 and 8/15). e. EDWAA Annual Program Report (WAPR) is due in the ETA National Office and Regional Offices by August 15, 1993. This report is to be submitted: separately for each designated Sub state Area (SSA), along with a separate WAPR statewide roll-up of the SSA report data; a separate WAPR covering all Governor's Statewide, regional or industry-wide projects funded under Section 302(c)(1)(B) of Act; and a separate WAPR covering all projects funded under Secretary's National Reserve Grants Section 302(a)(2). Reporting Instructions: a. EDWAA Quarterly Financial Report (WQFR) for Title III in PY 1992 will contain entries for the availability and expenditures of funds granted for PYs 1992, 1991, and 1990. (The life of any unexpended PY 1989 monies or earlier year funding has expired.) The edit checks for the WQFR to be used during PY 1992 are specified in TEIN 28-88. The formula funds edits for Lines 9 and 10 are: Line 9 -- For the reports for the third and fourth quarters, the sum of the entries in Columns A. and B. on this line should equal the entry in Column A., Line 1. (This relationship may or may not exist for WQFR submittals for the first and second quarters. Refer to Sec. 302(c)(2) of the Act). Line 10 -- The sum of the entries in Columns A. and B. on this line should equal the entry in Column A., Line 5. b. submittal of JASR and WAPR statewide roll-ups includes the compilation of averages for certain line items on roll-up reports. Compilation guidance was provided in TEIN 2-90, Attachment A. c. time to time, it is practical for a State to submit reports via FAX to the ETA National Office. The correct number to be used for such submittals is (202) 523-0308, Attention: John Marshall. d. of the complete address for report submittal by mail or other carrier, as provided in the instructions for each required report, will ensure that such submittals are directed to TSVR -- Rm. S-5306. Otherwise, non-receipt by the due date will result in a possible delinquency. e. initially distributed via TEIN 6-91 have been updated for use in preparing the PY 1991 JTPA/EDWAA annual reports and are provided as Attachment A. to this directive. (Outliers for use in development of PY 1992 annual reports will be provided later.) f. for use in preparing PY 1991 and PY 1992 reports are provided as Attachment B. to this directive. (These edits, with the exception of those for the WQFR, are unchanged from PY 1990.) g. determination of registration with the Selective Service System of male program applicants aged 18-26, prior to eligibility determination for JTPA, is discussed in TEIN 24-91. h. reporting for programs funded under the Defense Conversion Adjustment Program (DCAP) and/or the Clean Air Employment Transition Assistance (CAETA) will use the Dislocated Worker Special Project Report (DWSPR) format (ETA 9038). This report and instructions will be provided to recipients upon ETA receipt of final approval from the Office of Management and Budget (OMB). NOTE: Quarterly data for the DWSPR will be prepared on a grant inception-to-date basis, rather than by program year. i. required by the Non-traditional Employment for Women Act (NEW) described in TEGL 5-91 and Change 1 may be captured from the Standardized Participant Information Report (SPIR) database maintained by the States/SDAs. For example, SPIR 13-week post program follow-up information will be acceptable for NEW. j. of JT 2000 Incentive Grant monies to all States was announced in TEIN 27-91. Requirements for reporting of expenditures on a quarterly basis, via the SF 269 Financial Status Report, were provided in the grant award package. k. Final Rule for the Standardized Participant Information Report (SPIR) will be published in the Federal Register during the first quarter of PY 1992. States should be aware that refinements to the Proposed Rule of March 12, 1992 have been made as a result of the public comments received, coordination with other work training programs and comments made at the spring JTPA Performance Standards Conferences. These refinements have been forwarded to OMB as part of their review and approval process. l. on the single 90/30-day period of inactive status specified for termination of participants in the instructions for the JASR, WAPR and SPIR is provided as Attachment C. to this directive. m. necessitated by legislative changes, in the definitions for VETERAN and HANDICAPPED INDIVIDUAL (Individual with a Disability), have been provided as revised pages to the reporting instructions via TEIN 30-90, Change 1 (JASR/JSPR) and TEIN 28-88, Change 4 (WAPR). JTPA Annual Fall MIS Conferences: Discussions regarding the Annual JTPA MIS Fall Conferences have been held with Regional Office staff and the following dates and locations have been determined REGION 1992 LOCATION V & VIII Sept. 15 - 17 Colorado Springs, CO IV, VI, VII Nov. 18 - 20 San Antonio, TX IX & X Dec. 2 - 4 Newport Beach, CA I, II, III Dec. 9 - 11 Warwick, RI As in the past, Federal, State and local MIS staff are invited to attend these meetings. (The Region V & VIII conference has, by tradition, been limited to Federal and State MIS staff members.) Additional conference information and agendas will be forthcoming from the host Regional Offices. ATTACHMENT C: GUIDANCE ON THE SINGLE 90/30-DAY PERIOD OF INACTIVE STATUS The reporting instructions for the Federally required JTPA/EDWAA annual reports, issued under the provisions of Section 165 of the Act, are to be considered as extensions of JTPA legislation and regulations. The reporting requirement that a participant be terminated after last receipt of services, employment and/or training funded under the Act was adopted in the early years of JTPA's predecessor work/training programs. This was done after determination by monitors and auditors that some participants continued to be carried in an "active" or "inactive" status for two or three years after last contact with these programs. Input from States and prime-sponsors suggested that, after the investment of staff-time and program funds for the employment and/or training of a participant, a period of "inactive status", during which job development and job referral employability services might be offered, could enhance the number of terminees entering unsubsidized employment at termination. Commentors proposed varying periods of "inactive status", but the consensus was that a single period of up to 90 days after the last receipt of employment and/or training was sufficient. This limitation was made a part of the reporting instructions. Until PY 1990, a participant under Title II-A who had received SERVICES ONLY was to be terminated in a "reasonable" period of time, which was not further defined. At the request of a number of States and SDAs, "reasonable" for this purpose has been defined as a single period of up to 30 days after last receipt of SERVICES ONLY and this has been incorporated into the reporting instructions. If further training needs are identified and the participant's service strategy or Employability Development Plan (EDP) is amended, PRIOR TO LAST RECEIPT OF THE INITIALLY PLANNED TRAINING, the participant should be put into a "holding" status until the beginning of the next training component, rather than into "inactive status", which would trigger the clock for the single period of up to 90 calendar days of inactive status permitted after last receipt of planned training under Title II-A. When a decision is reached, sometime AFTER the participant has entered inactive status, to provide subsequent training; at the time such subsequent training begins, the 90-day clock stops. Upon last receipt of the subsequent training, the 90-day clock continues FROM THE POINT WHERE IT HAD STOPPED. After last receipt of planned Title II-A SERVICES ONLY, the participant enters inactive status and must be terminated within a single period of up to 30 calendar days. A decision to amend his/her EDP to provide training to such a participant, who has entered inactive status, would stop the 30-day clock. After last receipt of such planned training, the 90-day clock would be activated from zero. NOTE: After a participant who has received SERVICES ONLY has entered inactive status, a decision to provide additional Services ONLY extending beyond the allowable 30-day limit, prior to termination from the program, is NOT permitted. In Title III, after last receipt of either planned Basic Readjustment Service and/or Retraining, provision is made for a single period of up to 90 calendar days of inactive status prior to termination from the program. DOL/ETA does NOT grant waivers for the required termination of JTPA participants beyond the time periods specified above. In cases when a participant requires continued services after those provided during the single specified period of inactive status, when such services cannot be provided as post-termination services, and at termination from the program s/he meets the eligibility requirements for a given JTPA title, such individual may, after being terminated, be Re enrolled as a "new" participant in the JTPA funded title.

Background: The application guidelines for DDP grants were published in the Federal Requester on July 19, 1993. As described in the announcement, $75 million is available for grant awards through September 30, 1994. This is in addition to funds which are currently available to assist workers being dislocated through defense downsizing under the Defense inversion Adjustment Program (DCA). DDP is designed to complement and not replace DCA as a source of assistance to workers displaced as a result of defense downsizing initiatives. There are some significant differences between DDP and DCA which should be considered in deciding which type of grant would provide the most effective assistance to the specific dislocation event. These differences are: Participant Eligibility Each program has the same categories of workers who are eligible: civilian employees of the Department of Defense or Department of Energy employed at a military installation slated for closure or realignment; civilian employees of defense contractors certified by the Secretary of Defense; and discharged members of the Armed Forces. DDP has more restrictive limits on participant eligibility than DCA; they are: -- civilian employees of DoD, DOE or a defense contractor must have been terminated, laid off or received notice of termination during the 5 year period October 1, 1992 - September 30, 1997; -- discharged members of the Armed Forces must be involuntarily separated during the 5 year period September 30, 1990 - September 29, 1995; -- to be eligible for assistance under the program, an individual must not qualify, at the time of dislocation, for retirement pay related to the job from which they are being terminated. In addition, DDP authorizes the use of funds to provide upgrade training for currently employed, non-managerial workers, as discussed below. Allowable Uses of Funds In addition to the core readjustment, retraining and supportive services authorized under DCA, DDP allows the following: -- skills upgrading for individuals employed in non-managerial positions where such upgrading is integral to the conversion of a defense facility and is necessary to prevent termination or layoff of such individuals, and where such upgrading is to replace or update obsolete skills with marketable skills; -- development and introduction of high performance workplace systems, employee and participative management systems, and work force participation in the evaluation, selection, and implementation of new production technologies; -- community-based conversion planning activities. Not more than 20% of the awarded funds may be used for administration, high performance workplace-and related systems and conversion planning activities. Skills upgrading may only be supported with grant funds where applicable employers certify that they are maintaining expenditures for such activities at least at the level expended from October 1, 1991 September 30, 1992. Required Uses of Funds DDP requires that the following services are provided in order to receive the full amount of the grant award: -- State Dislocated Worker Unit (DWU), in conjunction with the appropriate sub state grantee(s), establishes on-site contact with employers and employee representatives affected by a dislocation or potential dislocation of eligible individuals; -- State DWU promotes the formation of a labor-management committee (LMC) or employer-employee entity in the case of a facility affected by an employee dislocation or potential dislocation, including provision of technical assistance and, where appropriate, financial assistance to cover the start-up costs of such an entity; -- State DWU provides, in conjunction with the LMC or employer-employee entity, the following services: an initial survey of potential eligible individuals to determine needs and interests in specific services, and initial readjustment services in conjunction with services provided by the sub state grantee. Grant funds may be used to reimburse the DWU for the cost of providing these required services. DDP also requires that grant funds must be used to provide needs-related payments to all individuals enrolled in training who meet the income eligibility threshold. Available Technical Assistance: The Department has made a strong effort to develop the application guidelines in a format that facilitates clear understanding of the submission requirements and the criteria which will be used to evaluate submitted applications. To facilitate ease of completion of an application, the Department has also prepared a template based application package which can be used to submit the application. The template package is attached to this TEIN. This template-based package is being provided as a technical assistance tool to facilitate timely and effective completion of the grant application requirements. Use of this tool is not a requirement and will not lead to a more favorable evaluation of an application. Each application will be evaluated according to the criteria described in the application guidelines. Action: President Clinton has recently announced another round of base closures and realignments. States are strongly encouraged to begin working with their sub state grantees and community representatives in communities in which such closures/realignments will be occurring, as well as in other defense-related dislocation events. Both DCA and DDP allow assistance to be provided to eligible workers well in advance of actual terminations/layoffs.

The JTPA Summer Performance Report (JSPR) is due in the ETA National Office and Regional Offices by November 15, 1993 for the year ended September 30, 1993. This report is to be submitted on a Statewide basis for Title II-B. (Refer to TEGL 1-93, Page 7, for additional required items on the JSPR for September 30, 1993.) b. TEIN 6-93 transmitted the new JTPA Quarterly Status Report (JQSR). It is due in the ETA National Office and Regional Offices no later than 45 days after the end of each program quarter (i.e., submitted no later than 11/15; 2/15; 5/15 and 8/15). Information for Title II-B will be effective for the quarter beginning October 1, 1993. NOTE: A separate quarterly report is to be submitted for each year for which funds have been granted. SPECIAL NOTE: A request for supplemental SDA/SSA selected financial information is expected to be submitted by ETA for OMB approval early in calendar year 1994. c. The JTPA Semiannual Status Report (JSSR) is due in the ETA National Office and Regional Offices by February 15, 1994 for the 6 months ended December 31, 1993 and by August 15, 1994 for the year ended June 30, 1994. NOTE: PER TEGL 7-92, ANY PY 1992 OR PY 1991 FUNDS THAT WERE UNEXPENDED ON JUNE 30, 1993, MAY BE EXPENDED AFTER JUNE 30, 1993 UNDER THE "OLD" REGULATIONS (20 CFR 626 et al., PUBLISHED 9/22/89) OR THESE FUNDS MAY BE EXPENDED UNDER THE NEW REGULATIONS. WHATEVER AMOUNT IS USED UNDER THE "OLD" RULES IS TO BE REPORTED ON THE JSSR REPORT ONLY. NOTE: When used during PY 1993, Section III, Participation and Termination Summary, is to be left blank. ALL PY 1993 Title II participants and terminations will be recorded on the JQSR (current year report) and the SPIR, regardless of the year of funds expended and whether under the "old" or "new" rules. d. The Standardized Program Information Report (SPIR) will be used to capture non-financial information for Title II-A; Sec. 204(d); Title II-C and Title III (Governor's Reserve, Sub state Area and Secretary's National Reserve Programs). Submittal of a SPIR record for each participant who has terminated from each of the above programs will be to the Meridian Corp., the contract database manager for the SPIR, no later than August 15, 1994. An additional submittal is due November 15, 1994. (Also see Item 4.g, below.) Final SPIR coding instructions and transmission procedures were provided via TEIN 36-92. SPIR edits will be provided via a separate ETA issuance. e. The new Worker Adjustment Formula Financial Report (WFFR) for all Title III formula funded programs in the State is due in the ETA National Office and Regional Offices no later than 45 days after the end of each program quarter (i.e., 11/15; 2/15; 5/15 and 8/15). NOTE: The final OMB approved report formats and instructions for the WFFR and for the updated DWSPR, for use in PY 1993, will be transmitted via separate ETA issuances. f. An updated Dislocated Workers Special Project Report (DWSPR) will be used for each Title III Secretary's National Reserve grant award project. NOTE: Only sections I (quarterly) and III (end-of-project) of this grant inception-to-date report will be used for this program. g. These non-JTPA funded programs also will use the DWSPR, Sections I (quarterly), II (each June 30 and end-of-project) and III (end of project) to report information for each grant award project funded under the following: Defense Conversion Adjustment Program (DCAP) Clean Air Employment and Training Assistance (CAETA Defense Diversification Program (DDP) There are certain special instructions for the DWSPR that apply to the DDP. These will be provided in the ETA transmittal for that program. Reporting Instructions/Information: a. From time to time, it is practical for a State to submit JTPA reports via FAX to the ETA National Office. The correct number to be used for such submittal is (202) 219-4308, Attention: John Marshall. b. Use of the complete address for report submittal by mail or other carrier, as provided in the instructions for each required report, will ensure that such submittals are directed to TSVR--Rm. S-5306. c. Guidance on the single 90/30-day period of inactive status specified for termination of participants in the instructions for the SPIR is provided in TEIN 3-92, Attachment C. d. For SPIR reporting purposes, objective assessment and/or case management is NOT to be considered as a training/work activity to be recorded in items 27./28.a.-e. These items are intended to capture information on an individual's participation/ completion in basic or occupation skills training and/or work activity. (Both assessment and case management are listed at Sec. 204(b)(1), of the JTRA, as direct training services and may be costed as such on the JTPA financial report for Title II.) e. Use of the JASR/WAPR has been discontinued after submittal of information for the period ended June 30, 1993. Revisions to previously submitted report information may be submitted on these formats until June 30, 1994. (Non-financial information will be submitted on the SPIR only, effective July l, 1993.) f. Use of the JSPR financial reporting items will be discontinued after submittal of information for the period ended September 30, 1993. Revisions to previously submitted report information may be submitted on these formats until June 30, 1994. NOTE: A request to extend the non-financial items on the JSPR to cover the CY 1994 Title II-B program is expected to be submitted by ETA for OMB approval early in calendar year 1994. g. The SPIR reporting instructions, transmitted via TEIN 5-93, update those published in the Federal Register dated November 12, 1992. h. Refer to TEGL 9-89, Attachment 1, bottom of page 2, for the language re exclusion, from the calculation of performance standards, of Title III terminus who are called back/remained with the layoff employer. i. Changes in Title II SDA configurations for PY 1993 resulted in a gain of one SDA in FL and a deletion of one SDA in CO. The US Total remained static at 647 SDAs. Title III SSA reconfigurations have resulted in the addition of one SSA each in PR and FL, while there was a loss of one SSA in CO. The total number of SSAs for PY 1993 had a net gain of one area, rising to a US total of 615. j. Attached are formats of current reporting forms with extensions of OMB approval dates. Background: On March 11, 1992, TEIN No. 20-91 was distributed to all JTPA Liaisons announcing the initiation of an informal information exchange system whereby TAT materials and resources developed throughout the JTPA system could be shared. The TEIN requested a description of products and programs that proved successful in the system. With the inclusion of the capacity building section in the 1992 JTPA Amendments, TEIN 20-91, Change 1 requested additional information on useful products and programs for the Compendium. Letters were also sent to all Employment and Training Administration public interest groups and partnership grantees and to State Training Institutes and Associations to request information for the Compendium. We received descriptions for over 140 products and programs and positive feedback from the JTPA system on the need for a method by which information sharing can take place. We want to thank all those who have contributed. Description: The Compendium is a user-friendly document that is divided by subject areas. Each product or program has the following components: Title; contact information; intended audience; cost/ordering information; and a brief description. A TAT CODE is also included at the top of each description to let the user know at all times what category the program or product falls under (e.g., ASSESSMT = Assessment; COORD = Coordination; CASEMGT = Case Management/Counseling; and HRIC = Human Resource Investment Councils). At the front of the Compendium is a table of contents which includes definitions for each TAT code. Programs and products may cover more than one subject area but were coded by the most prominent key terms used. It should be noted that, by including materials in the Compendium, the Department of Labor will not be making a value judgment on their merit. The Department is simply providing a mechanism by which uniform information sharing can take place. Distribution: Copies of the Compendium are being provided under separate cover to all State Liaisons for their distribution to Service Delivery Areas (SDAs) and to the State JTPA agency. The Compendium has been prepared in a book format for ease in using. Shipment is expected to arrive at your office shortly. Collection of Additional Compendium Information: While the attached Compendium is the first in our series of sharing information on useful technical assistance and training resources through the information exchange system, our goal is to make the collection of useful programs and products an ongoing activity with full JTPA system involvement. If each SDA would continue to contribute information for the Compendium, the Compendium would become an invaluable resource in the employment and training community. The information exchange system will only be successful if members of the JTPA system are willing to contribute. Attachment I is a blank form for Compendium submissions. Background: The National JTPA Study summarizes the estimates of program impacts on the earnings and employment of adults and out-of-school youths in 16 local SDAs during the first 18 months after their acceptance into the JTPA Title II-A program. While the results were positive for adults, the findings showed the program generally was not effective in helping youth. This is the full report of the 18-month evaluation; findings of the study were released in summary form in 1992. A more complete picture of the long-term effects of JTPA participation will be available when participants have been tracked over a 30-month period. The final report is expected to be available by the end of 1993. Action Required: Please distribute the information to appropriate officials within the State.

Background: The Job Training Partnership Act (JTPA) has been amended by the Job Training Reform Amendments and the National Defense Authorization Act for Fiscal 1993. A new reporting form was needed to implement the provisions that pertain to Title III. The Worker Adjustment Formula Financial Report (WFFR) is used to report cumulative data on fund availability and accrued expenditures for the two components of the formula-funded portion of Title III, the Governor's Reserve and the Sub state Grantee (SSG) funds. In addition, data on total participants and total terminations for these components, notices received under the Worker Adjustment and Retraining Notification (WARN) Act, initial on-site rapid response visits, Dislocated Worker Unit administration costs, program income, and recipient/subrecipient funds expended for JTPA programs are reported on the form. A single WFFR will be submitted by the Governor at the end of each quarter, beginning with the first quarter of Program Year (PY) 1993. If a State has any carryover Title III funds from PY 1992 or PY 1991 on July 1, 1993, these funds should be reported on this form. Entries for those program years should show the amount of initially allocated funds for the program year, as adjusted by later reallocations and reallotments, and cumulative expenditures against those funds from the time the funds first became available. A final report will be submitted for a program year's funds when they are all expended, or not later than 90 days after the expiration of the period of fund availability for a program year's funds. OMB Approval and Combined Reporting Burden: The reporting requirements are approved by the Office of Management and Budget according to the Paperwork Reduction Act of 1980 under OMB approval no. 1205-0326 to expire June 30, 1996. Action Required: State JTPA or Worker Adjustment Liaisons are requested to distribute the attached instruction to all officials within the State who need such information to implement the new reporting requirements.

Background: In 1990, Congress authorized two programs to assist specific groups of dislocated workers. The Defense Conversion Adjustment Program (DCAP) provides assistance to workers dislocated by defense cutbacks. The Clean Air Employment Transition Assistance (CAETA) Program provides assistance to workers dislocated as a result of compliance with the provisions of the Clean Air Act. Both programs are discretionary programs. Eligible grantees include States, Title III sub state grantees, employers, employer associations, and representatives of employees. A new reporting form, the DWSPR, was created for these programs because discrete grants needed to be tracked separately. This form has been utilized since September 1992. Since then, the Job Training Partnership Act (JTPA) has been amended by the Job Training Reform Amendments and the National Defense Authorization Act for Fiscal 1993. To implement the provisions that pertain to Title III, the DWSPR has been revised to include cumulative reporting on an individual grant-specific basis for National Reserve grants funded under Section 322. A separate report should be submitted for each individual grant. States need not aggregate these reports. Up until June 30, 1993, States have reported summary information for all ongoing National Reserve grants funded in their State on the Worker Adjustment Program Quarterly Financial Report (WQFR). The revised Dislocated Worker Special Project Report (DWSPR) now consists of three sections. Section I provides financial and some participant data. Section II contains items on participant characteristics, program outcomes, and program activity. (Sections I and II remain the same except for a change in the breakouts for the average needs-related payments.) A new Section III contains items dealing with program income and recipient/subrecipient funds expended for project purposes. For DCAP and CAETA grants, Section I is submitted quarterly, Section II is submitted at the end of each program year and at project completion, and Section III is submitted only at project completion. (The revised DWSPR form with the 6/30/96 expiration date should be used for DCAP and CAETA grants beginning with the report covering activity through 9/93 which is due 11/15/93). For Title III National Reserve grants, Section I is submitted quarterly, and Section III is submitted at project completion. (Data similar to that reported in Section II will be reported on the SPIR for these grants.) Starting July 1, 1993, all ongoing and newly funded Title III National Reserve grants will be reported cumulatively on an individual grant basis on the DWSPR. OMB Approval and Combined Reporting Burden: The reporting requirements are approved by the Office of Management and Budget according to the Paperwork Reduction Act of 1980 under OMB approval no. 1205-0318 to expire June 30, 1996. Action Required: State JTPA or Worker Adjustment Liaisons are requested to distribute the attached instruction to all officials within the State who need such information to implement the revised reporting requirements.
