To alert State Public Employment Service Agencies that the Office of the Management and Budget (OMB) has extended the approval to use subject forms.

To announce the approval and extension of the data collection authority for the Work Opportunity Tax Credit(WOTC) program and the Welfare-to-Work (WtW) Tax Credit by the Office of Management and Budget (OMB); transmit the revised administrative and redesigned reporting forms; and provide related guidance.

To provide logistical, travel, and other related information regarding State staff participation at the June 30 - July 1, 1998, WOTC/WtW Summer National Conference in Breckenridge, Colorado.

To transmit a copy of the FRN (Vol. 63, No. 113, pp. 32563-32578) published June 12, 1998, which requests comments regarding proposed W-P Act labor exchange performance measures.

To circulate for comment the UI/ES Dialogue paper. Companion directives transmitting this information will be issued by the UI and Job Training Partnership Act program offices.

To provide specific procedural guidance to States for processing requests for certification under the Work Opportunity Tax Credit program after it expires. WOTC is in effect through June 30, 1998. This guidance covers the period July 1 - September 30, 1998. If the WOTC has not been reauthorized by September 30, additional guidance will be issued.

To provide specific procedural guidance to States regarding the use of the Conditional Certifications Issued (ETA 9057) and Certification Workload and Characteristics of Certified Individuals (ETA 9058) Work Opportunity and Welfare-to-Work Tax Credits quarterly report forms during the authorization lapse effective July 1- September 30, 1998.

To provide clarification regarding the availability and maximum time periods of these two tax credits and how employers can claim them.

To inform State Public Employment Service Agencies thatthe Office of the Management and Budget (OMB) has extended the approval to use the forms for Agricultural Recruitment System of Services to Migratory Workers and Employers.

To provide State Employment Security Agencies (SESAs) with guidance with regard to the WOTC program and WtW Tax Credit.
